RESOLUTION N0. 68 95
WHEREAS, citizens with disabilities on the Island of Hawaii have a need to have adequate
resources and representation on issues relating to disabilities; and
WHEREAS, the Governor's Commission on Persons with Disabilities (hereafrer "Commission")
has created the positions of Program Specialist IV (a paid position), Department of Health, State
of Hawaii, and Boazd Member, Governor's Commission on Persons with Disabilities (a
volunteer position), for the Island of Hawaii; and
WHEREAS, the Program Specialist IV will assist persons with disabilities by:
A) Assisting the Govemor's Commission to develop programs through grants for
data collection and needs assessments.
B) Conducting and participating in workshops and seminazs on the Island of
Hawaii.
C) Increasing public awazeness of the needs and concerns of people with
disabilities thereby improving business and educational opportunities for the
general public and people with disabilities.
D) Interfacing with other public and private agencies.
E) Providing resource information on accessibility azeas of Hotels, Restaurants,
Parks, Shopping Centers, and other businesses and industries.
F) Providing information through travel agencies nationally and internationally to
persons with disabilities for travelers and visitors to Hawaii; and
WHEREAS, the Boazd Member meets with the Commission to address issues and set policy
relating to the disabled before the legislature; and
WHEREAS, due to recent retirements, both the program Specialist IV and Boazd Member (West
Hawaii) positions aze vacant.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that these positions be filled so that the citizens of the Island of Hawaii have adequate
resources and representation on issues relating to disabilities and that the Office of the
Commission on Persons with Disabilities be reopened.
BE IT FURTHER RESOLVED that the Program Specialist IV position be filled by two (2) half-
time employees, one for East Hawaii and one for West Hawaii, to ensure the candidates aze
familiar with the azea, the persons, and the issues and concerns of these citizens.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this
resolution to Governor Benjamin J. Cayetano, Senate President Norman Mizuguchi, Senator
Andrew Levin, and the Governor's Commission on Persons with Disablities Executive Director
Francine Wai.
