RESOLUTION N0. 69 93
WHEREAS, the Office of Housing and Community Development (OHCD)
has increased its number of leased rental units through the U.S.
Department of Housing and Urban Development's Section 8 Rental
Assistance Program from 86.6 percent (86.6%) in 1993 to 98 percent
(98$) in 1995; and
WHEREAS, the OHCD has received increases in the grant amount
allocated by the U.S. Department of Housing and Urban Development
for the Community Development Hlock Grant Program; and
WHEREAS, the OHCD is administering new federal programs, such as
the HOME Investment Partnership Program and Special Purpose Grants;
and
WHEREAS, a report submitted by Deloitte & Touche on June 30,
1992, concluded that the OHCD did not have sufficient personnel to
adequately maintain accounting records and recommended increasing
the OHCD's accounting staff to an appropriate level; and
WHEREAS, the creation of an Accountant II, SR-20, position will
enable the OHCD to effectively and efficiently maintain its
accounting records, as prescribed by the ezisting federal programs
and new federal programs; and
WHEREAS, funds are available in the OHCD's regular salaries and
wages account, funded by federal funds; and
WHEREAS, Article V, Section 5-1.3(c), of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
Council..."
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Accountant iI, SR-20, position be created in the
Office of Housing and Community Development and that funds are
available in the regular salaries and wages account.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service and the
Office of Housing and Community Development.
