HomeMy WebLinkAboutRES 074 Draft 01 1994-1996COUNTY OF HAWA~~ STATE OF HAWA~~ RESOLUTION NO.~~ RESOLUTION REQUESTING THAT THE ADMINISTRATION INVESTIGATE THE FEASIBILITY OF pURCHASING THE J.C. PENNEY BUILDING, TMK: 3rd/2-2_15-33 WHEREAS, expansion of county services has grown to the extent that all of its employees are not all located in the Hawaii County Building, which has resulted in a number of facilities being leased; and WHEREAS, the projected increase in the population and the number of employees of the County of Hawaii is likely to require further expansion, and the acquisition of the J.C. Penney building may be prudent to meet future needs and ensure centralization of county agencies; and WHEREAS, the J.C. Penney building site has a land area of 6.54 acres and a main building of 69,300 square feet, with an adjoining automotive department, service station and canopied areas adding 15,602 square feet for a total of 84,902 square feet; and WHEREAS, the J.C. Penney building site possesses 457 parking stalls and is located across Aupuni Street from the Hawaii County Building; and WHEREAS, acquisition by the County of Hawaii of the J.C. Penney building site would resolve the County of Hawaii's parking and facility needs well into the future. RULE 28 For the purposes of this rule, the following definitions apply: "Church" shall mean a body, group or organization of religious believers. "Invocation" shall mean a prayer or entreaty to a higher authority. "Minister" shall mean one who officiates over or leads a church worship service. "Non-denominational" shall mean without regard to the tenets of a particular church. The invocation noted in Rule 17 of these Rules of Procedure, coming after the Roll Call and before the Approval of Minutes on each Council meeting agenda, shall be delivered by a minister of a church. The Council Chair shall approve the selection of the minister. The County Clerk's Office shall maintain a list of ministers of all faiths who have been asked to, or who have expressed an interest in, delivering the invocation. The participants on the list will be called rotationally so that no one individual is asked to say the invocation more than a few times per year. If a participant on the list is asked, and declines more than three different Council meeting dates, he or she will be passed over for the remainder of that calendar year. This programs of invocations shall be non-denominational. For the purposes of this Rule, all ministers who are on the list as of the adoption date of this rule will be maintained on the list until they ask to have their name removed. Ministers who would like to become part of the list maintained by the County Clerk's Office subsequent to the adoption of this Rule, will be asked to submit, on their church letterhead, their name, church address, home address, church phone number and home phone number to the Clerk. EXHIBIT "A" NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the County Administration, by and through the appropriate agencies, investigate the purchase of the J.C. Penney building site, TMK: 3rd/2-2-15-33 by negotiation or condemnation for use as a centrally located office and parking facility. BE IT FURTHER RESOLVED that the County of Hawaii, by and through the appropriate agencies, investigate the possibility of acquiring the J.C. Penney building site, TMK: 3rd/2-2-15-33, and leasing all or a portion to the State of Hawaii or others until such time as the County of Hawaii is prepared to use the site inasmuch as the State presently leases office space throughout Hilo. BE IT FURTHER RESOLVED, that the Clerk of the County of Hawaii transmit a copy of this resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii.
