RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND SUBMIT THE COUNTY
OF HAWAII'S 1994 AND 1995 HOME PROGRAM DESCRIPTION TO THE STATE
OF HAWAII AND ENTER INTO AGREEMENT(S) WITH THE STATE OF HAWAII
FOR THE 1994 AND 1995 HOME INVESTMENT PARTNERSHIP PROGRAM FUNDS
WHEREAS, the U.S. Department of Housing and Urban
Development (HUD) has invited the State to submit a program
description for $3,000,000 in 1994 HOME Investment Partnership
Program (HOME) funds and another program description for
$3,000,000 in 1995 HOME funds; and
WHEREAS, the State has designated the Housing Finance and
Development Corporation (HFDC) as the agency to administer the
HOME Program; and
WHEREAS, the HFDC submitted the program description to HUD
for the 1994 HOME program and will submit the 1995 Consolidated
Plan for the 1995 HOME funds; and
WHEREAS, the HFDC is making the HOME funds available to the
counties of Hawaii, Maui, and Kauai; and
WHEREAS, the County of Hawaii's share is anticipated to be
$963,000 from the 1994 HOME funds and $963,000 from the 1995 HOME
funds; and
WHEREAS, the HOME Program is authorized under Title II of
the Cranston-Gonzalez National Affordable Housing Act, Public
Law 101-625; and
WHEREAS, the primary objectives of the HOME Program are to
expand the supply of decent, affordable housing for low and very
low income families with emphasis on rental housing; to build
State and local housing development capacity to carry out
affordable housing programs; and to provide for coordinated
assistance to participants in the development of affordable low
income housing; and
WHEREAS, the HFDC is requiring that the County of Hawaii
submit a program description which outlines how the County of
Hawaii will utilize the HOME funds; and
WHEREAS, an executed Agreement between the County of Hawaii
and the HFDC will provide the legal mechanism by which the HFDC
can obligate the HOME funds to the County of Hawaii.
NOW, THEREFORE, BE IT RESOLVED BY THE HAWAII COUNTY COUNCIL
that the Mayor or his designated representative is hereby
authorized to execute and submit the County of Hawaii's 1994 and
1995 HOME program description to the Housing Finance and
Development Corporation.
BE IT FURTHER RESOLVED that the Mayor or his designated
representative is hereby authorized to enter into Agreements with
the Housing Finance and Development Corporation for the 1994 and
1995 HOME Program funds.
BE IT FURTHER RESOLVED that the County shall utilize the
HOME funds in accordance with the approved County of Hawaii
program descriptions and Agreements, and will comply with all
pertinent U.S. Department of Housing and Urban Development rules
and regulations governing the HOME Program.
BE IT FURTHER RESOLVED that the Mayor or his designated
representative is authorized to take any actions necessary to
create and administer the HOME Program for the County of Hawaii.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
This Resolution shall take effect immediately.
