HomeMy WebLinkAboutRES 097 Draft 01 1994-1996COUNTY Ulr HAWAII STATE OF HAWAII RESOLUTION A RESOLUTION RELATING TO THE ESTABLISHMENT OF A BIO-REFINERY IN KA'U WHEREAS, Hawaii is heavily dependent on fossil fuels for transportation and electric power generation with over 90% of its needs currently being met by imported petroleum; and WHEREAS, there is a need to develop alternative energy resources within Hawaii so as to minimize the dependence on imported petroleum and to stimulate the economy; and WHEREAS, the Council of the County of Hawai' i seeks to promote discussion and consideration of methods that will encourage the development of an ethanol industry and the use of ethanol as a transportation fuel in Hawaii; and WHEREAS, the production of ethanol and electric power from biomass grown on lands formerly used to produce sugaz presents an opportunity to create an environmentally sound new industry that will significantly reduce the dependency on imported petroleum; and WHEREAS, such a new industry would positively effect the economy of Hawaii County by retaining the agricultural base of the Big Island, providing employment opportunities for Hawai' is workers, and preserving the attractive landscapes that draw visitors to Hawaii. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council supports efforts by Arkenol Inc. and other companies to promote the design, construction and operation of a Bio-Refinery located at the Ka'u sugaz plantation in Pahala, district of Ka' u, with the objective of providing ethanol fuel for transportation purposes and electric power to help meet future needs in Hawai' i County; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawai' i; Diane S. Quitiquit, Director of the Department of Reseazch & Development; Mazk E. Carver, Vice President Arkenol Inc.; and Dr. Robert Shleser, Biomass Systems Program Coordinator for the Pacific International Center for High Technology Research.
