RESOLUTION N0. SQ2.' 95
WHEREAS, Chapter 2 of the Hawaii County Code establishes the
Solid Waste Division to be responsible for the construction,
maintenance, and operations of all solid waste facilities operated
by and for the County of Hawaii; and
WHEREAS, the County's Solid Waste Division operates on a seven
(7) day a week, three hundred and sixty-five (365) days a year
schedule; and
WHEREAS, the County's Solid Waste Division is mandated to
operate under both Federal and State laws and regulations; and
WHEREAS, in order for the Solid Waste Division to operate under
the existing schedule and remain in compliance with all Federal laws
relating to solid waste handling and disposal and State rules and
regulations, adequate staffing is a prerequisite; and
WHEREAS, during the course of operations, the need arises from
time to time to fill positions on a temporary-as-needed basis to
avoid excessing overtime costs or call-back costs; and
WHEREAS, there is a demonstrated need for one (1) unfunded Solid
Waste Working Supervisor Temporary position for the Waimea
operations and one (1) unfunded Solid Waste Working Supervisor
Temporary position for the Kona operations; and
WHEREAS, Article V, Section 5-1.3(c), of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
Council..."
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the following unfunded positions be created:
1 - Solid Waste Working Supervisor - Temp WS-10 Waimea
1 - Solid Waste Working Supervisor - Temp WS-10 Kona
