A RESOLUTION IN SUPPOP.T OF THE FEDERAL GOVERNMENT'S CONTINUED
FUNDING FOR PHASE II DEVELOPMENT OF TFIE KEAUHOU BIRD CONSERVATION
CENTER.
WHEREAS, Hawaii is Ynown as the "endangered species capital of
the nation" and is home to one-third of the United States'
endangered birds and plants; and
WHEREAS, the U.S. Fish and Wildlife Service lists 65 animal and
104 plant species as threatened or endangered in Hawaii alone with
an additional 65 plants being proposed for listing; and
WHEREAS, seventy of Hawai'i's 140 former species of birds are
reported to be extinct, thirty more are in jeopardy and at least
twelve native forest birds are reported to be dangerously close to
extinction; and
WHEREAS, to address this problem the U.S. Fish and Wildlife
Service contracted with the Peregrine Fund to construct and operate
a captive propagation facility on the Big Island of Hawaii; and
WHEREAS, in FY 1994 $1.5 million was appropriated by the Federal
Government for construction of the facility, named the Keauhou Bird
Conservation Center, which is expected to open in early 1996; and
WHEREAS, in order to proceed with Phase II of the program which
will provide an integrated restoration program for over twenty of
Hawaii's endangered forest bird species, an additional $1.0 million
is necessary in FY 1996.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it supports continued funding by the Federal Goverment
for Phase II development of the Keauhou Bird Conservation Center.
BE IT FURTHER RESOLVED that the Clerk of the County transmit
copies of this resolution to the Honorable Stephen K. Yamashiro,
Mayor of the County of Hawaii, the Honorable Benjamin J. Cayetano,
Governor of the State of Hawaii, the Honorable Patsy Mink, U.S.
Representative, the Honorable Neil Abercrombie, U.S. Representative,
the Honorable Daniel K. Inouye, U.S. Senator, the Honorable Daniel
Akaka, U.S. Senator, and Mr. Alan Lieberman, Director of the
Peregrine Fund Hawaiian Endangered Bird Conservation Program.
