A RESOLUTION APPROPRIATING/TRANSFERRING FUNDS FROM THE COUNTY
COUNCIL TO THE HAWAII COUNTY POLICE DEPARTMENT TO SPONSOR A SEXUAL
ASSAULT NURSE EXAMINER TRAINING PROGRAM FOR HAWAII COUNTY.
WHEREAS, between 1993 - 1995 the number of reported rapes in
Hawaii County has increased by 9% and the number of reported sexual
offenses has increased by nearly 25%; and
WHEREAS, it was recently reported that a young female rape
victim from within our community was sent home without receiving a
complete medical examination after she had been waiting at a medical
center for over five hours while nurses unsuccesfully attempted to
find someone who was qualified to conduct the special type of
medical examination performed on sexual assault victims; and
WHEREAS, when no examination is performed on rape victims, there
are no physical evidences that can be collected to support the
victims in court, usually resulting in the perpetrators being
released; and
WHEREAS, given situations like these, citizens in the community
may lose hope in reporting victimization and perpetrators may see
our island community as an easy target, possibly resulting in an
increase in these types of crimes; and
WHEREAS, various concerned community groups have joined together
and asked trainers from the Santa Cruz Sexual Assault Nurse
Examiners (SANE) Program to come to Hawaii Island to conduct a
didactic training course from June 12 - 16, 1995 which would educate
participating nurses and allow them to conduct medical examinations
on sexual assault victims; and
WHEREAS, although the Hawaii County Police Department has
committed themselves to financing $3000 to pay for the honorarium
for the trainers, an additional $12,000 is needed to pay for
supplies and other items for preceptorship training after the intial
40 hours of didactic training.
NOW, THEREFORE, HE IT RESOLVED HY THE COUNCIL OF THE COUNTY OF
HAWAII that the following amount be and is hereby
appropriated/transferred as set forth below:

AMOUNT OF APPROPRIATION: $12,000
OUT AND FROM:
010-101-5101.02-115 County Council Misc. Contract Services
CREDITED TO:
010-201-5203.02-115 Police Adm. Div. Misc. Contract Services
BE IT FURTHER RESOLVED that the County Clerk be and is hereby
directed and instructed to forward a copy of this resolution to the
Director of Finance and that the Finance Director be and is hereby
authorized to make the necessary transfers in accordance with the
terms of this resolution.
