A RESOLUTION RELATING TO EXCEPTIONAL TREES.
WHEREAS, the banyan tree at the corner of Kilauea Street and Ponahawai Street is a
magnificent tree of enormous size that lends great aesthetic value to that section of Old
Downtown Hilo; and
WHEREAS, this banyan tree is the only sentimental remnant and symbol for a group of
people of the community that flourished in that area before the devastating tsunami of 1960; and
WHEREAS, this tree, similar to the banyans in the International Marketplace in
Honolulu and Maui's Lahaina Tree, adds to the commercial and property value of that area of
downtown Hilo because of its great size, tropical charm, and beauty; and
WHEREAS, the banyan tree would be destroyed if current plans for the Alenaio flood
control project proceed as intended by the Army Corps of Engineers; and
WHEREAS, there has been a great deal of public sentiment for saving the tree with over
3,000 individuals petitioning the government to preserve this particular tree; and
WHEREAS, the earlier plans for the project were done by the Army Corps of Engineers
without the benefit of understanding the depth and intensity of the public's sentiment that has
emerged in favor of preserving the tree; and
WHEREAS, the Alenaio flood control project was designed by the Army Corps of
Engineers under agreement with the County of Hawai' i and is being constructed with Federal,
State, and County funds; and
WHEREAS, it is the responsibility of the County to preserve exceptional trees within the
County; and
WHEREAS, the Arborist Advisory Committee has been designated by ordinance with
the responsibility of researching and recommending exceptional trees to be protected by
ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the County reexamine the cost of relocation adjacent to the project, and to
implement relocation.
BE IT FURTHER RESOLVED that this resolution is not intended and should not be
interpreted to delay or jeopardize, in any way, the timely completion of this flood control
project.
BE IT FURTHER RESOLVED that the County Clerk transmit copies of this resolution
to the Mayor, the Chief Engineer of the Public Works Department, the Planning Director, and
the Chairperson of the Arborist Advisory Committee.
