RESOLUTION AUTHORIZING LICENSE AGREEMENT WITH HAWAII ELECTRIC
LIGHT COMPANY, INC.
WHEREAS, the County of Hawaii ("County") is the owner of the
Kailua-Kona Gymnasium, located on land owned by the County
identified as Tax Map Key No. (3) 7-5-05-83; and
WHEREAS, the term "photovoltaics" refers to the technology in
which solar energy is converted to electrical energy; and
WHEREAS, Hawaii Electric Light Company, Inc. ("HELLO") wishes
to explore, by way of a research and evaluation project, the
applicability and feasibility of photovoltaic technology; and
WHEREAS, the County and HELLO have an existing agreement
whereby HELLO is providing electricity to a remote County facility
through the use of a photovoltaic power system and is donating
that system to the County; and
WHEREAS, the County and HELLO wish to promote the use of
photovoltaic power systems as an alternative to fossil fuels; and
WHEREAS, HELLO wishes to install, maintain, operate and
retain ownership of a 15 KW AC grid-connected photovoltaic power
system on the roof of the County's Kailua-Kona gymnasium for the
purpose of researching and evaluating the value of photovoltaic
technology for similar applications; and
WHEREAS, Hawaii County Code §2-111 requires that any license
for the use of real property owned by the County must be
authorized by a resolution approved by the County Council.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the Honorable Stephen K. Yamashiro, Mayor of the
County of Hawaii, or his authorized representative, is hereby
authorized to execute a license agreement with HELCO, to allow the
installation, maintenance, and operation of a 15 KW AC
grid-connected photovoltaic power system on the roof of the
Kailua-Kona gymnasium, Tax Map Key No. (3) 7-5-05-83, for the
purpose of researching and evaluating the value of photovoltaic
technology.
BE IT FURTHER RESOLVED, that the Clerk of the County of
Hawaii transmit copies of this resolution to the Honorable
Stephen K. Yamashiro, Mayor of the County of Hawaii, and George
Yoshida, Director of the Department of Parks and Recreation.
