RESOLUTION N0. 135 ~
AMENDING SECTION 5 OF RULE 10 OF THE RULES OF PROCEDURE OF THE
COUNCIL OF THE COUNTY OF HAWAII RELATING TO COMMITTEE REPORTS.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Section 5 of Rule 10 of the Rules of Procedure of the Council of
the County of Hawaii is hereby amended to read as follows:
Rule 10
COMMITTEE REPORTS
"5. The report of a committee on any matter shall state the
findings of facts and conclusions based thereon, together with a
clear recommendation as to the disposal of such matter.
(a) The Committee on Planning shall include in or with
all chance of zone bills transmitted_to the Council with a
favorable recommendation, the Committee's specific and respective
recommendations for assessment, improvement, compliance and
performance requirements, or the lack thereof, relating to each
of the following subiects areas: (i) Water availability
(ii) Performance dates, such as to secure final plan approval or
final subdivision approval; (iii) Roadway, utility and accesswav
improvements, dedications or assessments; (iv> Park and
recreational facilities improvements, dedications or assessments•
(v) Police, fire and solid waste facilities. dedications or
assessments; (vi) Agricultural use requirements or limitations
(for agricultural district rezoninas) and (vii) Landscaping
improvements (for commercial, industrial and resort district
rezoninas)."
