RESOLUTION N0. 150 95
RESOLUTION URGING THE RELEASE OF $100,000 BUDGETED FOR THE PLANNING
AND DESIGN OF THE UNIVERSITY OF HAWAII AT H1L0 KALAKAUA MARINE
EDUCATION CENTER
WHEREAS, the University of Hawaii at Hilo Kalakaua Marine Education Center would
be a shore side marine science field station providing access to hands-on education in the near
shore marine environment, an essential complement to classroom and laboratory work
undertaken by undergraduates and teachers at the University of Hawaii at Hilo; and
WHEREAS, the proposed site of the University of Hawaii at Hilo Kalakaua Marine
Education Center is Puako, South Kohala, which would provide an excellent reef system, a safe
environment for introductory ocean studies, available state-owned waterfront land, road access,
existing utilities, historical data for comparative studies, and strong community support; and
WHEREAS, one of the budgeted items listed in Section G, relating to Capitai
Improvement Projects for Formal Education, of the 1995-1997 State of Hawaii budget, is
$100,00 for the planning and design of the University of Hawaii at Hilo Kalakaua Marine
Education Center; and
WHEREAS, undergraduates and teachers at the University of Hawaii at Hilo have
difficulty in gaining access to existing marine science facilities as their needs are considered a
low priority; and
WHEREAS, the growing ocean industries in the state require more employees with a
bachelor's degree related to the marine science field; and
WHEREAS, the idea of a University of Hawaii at Hilo Kalakaua Marine Education
Center has been awaiting action since 1989; and
WHEREAS, establishment of this project would be a tremendous benefit for the entire
community of the County of Hawaii providing unique educational opportunities, increased
understanding and awareness of our ocean surroundings, and improved recognition for our
University and its programs.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it asks the Honorable Benjamin Cayetano, Governor of the State of Hawaii, to
release the $100,000 budgeted for the planning and design of the Kalakaua Marine Education
Center; and
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Benjamin Cayetano, Governor of the State of Hawaii, the
Honorable David A. Tarnas, Member of the House of Representatives of the State of Hawaii,
and Dr. Walter Dudley, of the University of Hawaii at Hilo Kalakaua Mazine Education Center.
