RESOLUTION N0. x,51 95
RESOLUTION URGING THE IMPLEMENTATION OF SPEED HUMPS
WHEREAS, speed humps are broad, low rises in the road that have a gentler slope than
speed bumps; and
WHEREAS, the Institute of Transportation Engineers have found that speed humps are
successful at deterring motorists from speeding by causing a vehicle traveling at more than 30
mph to receive a jolt similar to that felt on a speed bump; and
WHEREAS, the roads in our neighborhoods are used by pedestrians and cyclists, many
of whom are children, traveling to parks, schools, shopping areas, and other locations; and
WHEREAS, neighborhoods throughout our County are faced with the fact that their
roads are becoming thoroughfares for motorists, and these motorists often travel in excess of
safe and legal speed limits, threatening the safety of those in the neighborhood; and
WHEREAS, the residents of communities affected by speeding motorists have inquired
about the placement of speed bumps to discourage motorists from speeding; and
WHEREAS, these concerned residents have been turned down by various public officials
who claim that speed bumps are not an option due to possible liability concerns, injury and
interference to public safety vehicles and dangerous conditions created by motorists losing
control of a vehicle after hitting a bump; and
WHEREAS, speed humps are designed to be a safer alternative to speed bumps,
providing an effective and prudent speeding deterrent; and
WHEREAS, speed humps have been utilized successfully by the County of Maui, on
Hale Kila Street, for two years; and
WHEREAS, the City and County of Honolulu is also considering the implementation of
speed humps.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCri OF THE COUNTY OF
HAWAII, that it ask the Department of Public Works to reseazch the feasibility of implementing
speed humps in the County of Hawaii; and
BE IT FURTHER RESOLVED that it ask Corporation Counsel to research the legal
issues involved with the placing of speed humps on public roads, especially in relation to
liability concerns for the County of Hawaii; and
BE IT FURTHER RESOLVED that it direct the Legislative Auditor's Office to draft the
appropriate legislation needed to authorize the implementation of speed humps in the
County of Hawaii; and
BE IT FURTHER RESOLVED that the clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii,
Mrs. Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works, Mr. Richard
Wurdeman, Corporation Counsel of the County of Hawaii, and Ms. Constance Kiriu, Legislative
Auditor of the County of Hawaii.
