RESOLUTION URGING FRENCH PRESIDENT H. E. JACQUES CHIRAC TO
RECONSIDER HIS DECISION TO COMMENCE NUCLEAR TESTING AT MURUROA
ATOLL IN FRENCH POLYNESIA
WHEREAS, in June 1995, French President H. E. Jacques Chirac
announced France's plans to resume atmospheric and underground
nuclear testing at Mururoa Atoll in French Polynesia this fall;
and
WHEREAS, this announcement would abandon the nuclear test
moratorium declared in 1992 by former French President Francois
Mitterand; and
WHEREAS, renewed nuclear testing by France would also be at
cross-purposes with successful efforts by many nations t: reduce
the number of nuclear weapons worldwide; and
WHEREAS, the reported seizure of Greenpeace ship Rainbow
Warrior II near Mururoa Atoll in early July by French naval
commandos sadly memorializes the 10th anniversary of the sinking
of the original Rainbow Warrior by the French secret service in
Auckland Harbor, New Zealand, in 1985; and
WHEREAS, renewed nuclear testing in the Pacific Basin would
violate the social, cultural, moral and environmental integrity
of the County of Hawaii and its citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it urges French President H. E. Jacques Chirac to
reconsider his decision to commence nuclear testing at Mururoa
Atoll in French Polynesia.
BE ZT FURTHER RESOLVED that it deplores the offensive
actions taken against Greenpeace ship Rainbow Warrior II in its
attempt to conduct peaceful protest against the nuclear testing
plans.
BE IT FURTHER RESOLVED that it urges the governments of the
Pacific and Pacific Rim Nations to dispatch a naval vessel to
Mururoa Atoll to rally in united protest of the nuclear testing.
BE IT FURTHER RESOLVED that it calls for France, a leader
among nations, to embrace world peace rather than to promote the
threat of war.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit a copy of this resolution to The Honorable H. E.
Jacques Chirac, Office of the President Palais de L~Elysee,
Pacific and Pacific Rim Nations, The Honorable United States
Senator Daniel Inouye, The Honorable United States Senator Daniel
Akaka, The Honorable United States Representative Patsy Mink, and
The Honorable United States Representative Neil Abercrombie.
