A RESOLUTION DISPENSING WITH THE ENFORCEMENT OF SECTION 24-216,
CHAPTER 24, OF THE HAWAII COUNTY CODE 1983 (PARKING METER DEPOSIT OF
COINS) FOR METERED STALLS IN PARKING AREAS ALONG KAMEHAMEHA
AVENUE FOR THE ALOHA FESTIVALS DOWNTOWN HILO HO'OLAULE'A
CELEBRATION ON SEPTEMBER 30, 1995.
WHEREAS, on September 30, 1995, the Hilo Main Street Program, Hilo Downtown
Improvement Association and radio station KWXX, in conjunction with the Big Island Aloha
Festivals Committee, will be sponsoring a ho'olaule'a in celebration of Aloha Week along
Kamehameha Avenue in downtown Hilo; and
WHEREAS, this festival will be open to the public and will feature free entertainment,
food booths, and crafts, which will serve to bring the community together in the spirit of Aloha;
and
WHEREAS, in order to erect stages, booths and other necessary structures for the
festival along Kamehameha Avenue and in the Mo'oheau bus terminal area, the metered pazking
areas along Kamehameha Avenue will need to be closed to public traffic; and
WHEREAS, pursuant to Section 24-217(c) of the Hawaii County Code 1983 the County
Council may, by resolution, dispense with the enforcement of Section 24-216, which requires
persons to deposit coins in parking meters for a specified time in any specified parking meter
zone to accommodate any special event.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it dispenses with the enforcement of Section 24-216, Chapter 24, of the Hawaii
County Code 1983, for atwenty-four hour period beginning at 12:00 a.m. on September 30,
1995, at the metered pazking areas along both sides of Kamehameha Avenue between Mamo and
Kalakaua Streets in downtown Hilo to accommodate the Aloha Festivals Ho'olaule'a
Celebration.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii;
Mrs. Donna Kiyosaki, Chief Engineer of the Department of Public Works; Mr. Russell
Kokubun, Director of the Hilo Main Street Program; Mr. George Yoshida, Director of the
Department of Pazks and Recreation; and Mr. John Leonard, President and General Manager of
KWXX Radio Station.
