RESOLUTION N0. 163 95
WHEREAS, Section 10-11 of the County~Charter requires that any
contract, lease, or other obligation requiring payment of funds from
the appropriations of a later fiscal year or more than one fiscal
year be approved by resolution; and
WHEREAS, the County wishes to enter into a multi-year lease with
purchase options for five (5) years starting from the date of
delivery sometime during the 1995-96 fiscal year for three (3) truck
tractors for solid waste operations; and
WHEREAS, the County has one (1) 1977 and two (2) 1982 truck
tractors which need to be taken out of regular service due to
maintenance costs which exceed their valuation; and
WHEREAS, rental costs to replace the truck tractors while they
are under repair are expected to exceed $100,000; and
WHEREAS, it is essential to have a minimum of ten (10)
dependable truck tractors operating seven (7) days per week
island-wide; and
WHEREAS, the new truck tractors will have increased
dependability as they will not be subject to repairs caused by age;
and
WHEREAS, the low bid for lease/purchase financing of Bid
Proposal No. 1568 for three (3) truck tractors, budgeted in the
1994-95 fiscal year, was GE Capital Public Finance, Inc.
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE COUNTY OF
HAWAII hereby authorizes the Mayor to negotiate a five (5) year
lease agreement with purchase options for the acquisition of three
(3) truck tractors for solid waste operations islandwide.
BE IT FURTHER RESOLVED that upon completion of the negotiation
of the lease agreement, the Department of Public Works shall attach
said lease agreement with the resolution and submit to the Council
for approval.
BE IT FURTHER RESOLVED that the Clerk transmit copies of this
resolution to the Mayor's Office and the departments of Finance and
Public Works.
