RESOLUTION REQUESTING THE MAYOR OF THE COUNTY OF HAWAII TO
APPOINT AN ADVISORY COMMITTEE TO EXPLORE THE CREATION OF
NEIGHBORHOOD BOARDS
WHEREAS, the creation of neighborhood boards is meant to assure
and increase community participation in the decision-making
process of government; and
WHEREAS, neighborhood boards may serve as a key mechanism
through which each neighborhood may communicate its needs and
desires in the delivery of basic government services; and
WHEREAS, neighborhood boards will establish an islandwide
network of neighborhood boards as communication channels,
expanding and facilitating opportunities for community and
government interaction; and
WHEREAS, a majoi component of this concept is full citizen
participation in government so that the powers of the County
shall properly serve and advance the aspirations of its
citizens; and
WHEREAS, with the diverse socio-economic structure of our
island community coupled with the expansive land area in this
county, there is a need to make a conscious effort towards
citizen empowerment and meaningful democratic participation; and
WHEREAS, a 1995 report prepared by the State Health Planning
and Development Agency on Senate Concurrent Resolution No. 99,
Senate Draft 1, cited "isolation and the lack of opportunities
to participate in identifying and addressing the need of their
respective communities" as contributing factors in the health
and human service problems on the Big Island and further
recommended the creation of a system of neighborhood boards in
the County of Hawaii.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it respectfully requests the Mayor of the County of
Hawaii to appoint an advisory committee, composed of existing
organizations and public members actively involved within their
community, which would evaluate various models of neighborhood
boards and make recommendations to the Mayor and the County
Council on the scope of neighborhood boards' powers and duties,
necessary support services, costs, and other alternatives, and
that the Legislative Auditor's Office shall provide staff
assistance to the advisory committee.
BE IT FURTHER RESOLVED, that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable
Stephen K. Yamashiro, Mayor of the County of Hawaii.
