RESOLUTION N0. 1619 ~

WHEREAS, the federal Safe Drinking Water Act has not been reauthorized since 1986
and reauthorization has not been taken up in this session of the United States Congress; and
WHEREAS, at present, the Safe Drinking Water Act provides for testing standards and
reporting requirements for over eighty contaminants, but does not provide testing standards or
reporting requirements for contaminants of public health concern such as Cryptosporidium; and
WHEREAS, many federal "Maximum Contaminant Levels" (MCLs) and testing standards
in the Safe Drinking Water Act as implemented by the U.S. Environmental Protection Agency
are not always based on the principles of sound science, public health benefits, risk reduction,
and affordable costs; and
WHEREAS, the current health effects research effort is inadequate to provide the U.S.
Environmental Protection Agency with the data it needs to promulgate science-based regulations
which address Cryptosporidium and other contaminants; and
WHEREAS, the public has a right to know what contaminants aze present in their drinking
water and the compliance status of their water suppliers; and
WHEREAS, it is of crucial importance that drinking water be kept clean and safe by
protecting it at its source; and
WHEREAS, at present there are inadequate funds for cleaning polluted water sources,
providing adequate health effects research and modernize public water systems to meet the
standards of the Safe Drinking Water Act.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that its supports a strengthened Safe Drinking Watec Act with an improved process for
selecting contaminants and setting standards based on sound scientific information, public health
benefits, occurrence data, and the principles of relative risk reduction.
BE IT FURTHER RESOLVED that drinking water standards should consider the health
of all citizens, including vulnerable people such as those suffering from immune disorders,
children, senior citizens, pregnant women and infants.
BE IT FURTHER RESOLVED that the Safe Drinking Water Act should be amended to
assure that the public is meaningfully informed in easily understood language of the presence of
contaminants in their drinking water and of violations by their water system.
BE IT FURTHER RESOLVED that Congress needs to adequately fund health effects
research to form the basis for regulations based on sound science and public health benefits.
BE IT FURTHER RESOLVED that a "State Revolving Fund" loan program for drinking
water should be established which would provide financial assistance to modernize public water
systems to comply with the standazds of the Safe Drinking Water Act.
BE IT FURTHER RESOLVED that contamination of drinking water at its source should
be prevented by protecting and preserving watershed areas and groundwater.
BE IT FURTHER RESOLVED that the United States Congress should reauthorize the
Safe Drinking Water Act as soon as possible in this session of Congress.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this resolution to the President of the United States of America, President of the Senate, Speaker
of the House, each member of the Hawaii Congressional Delegation, Governor of the State of
Hawaii, President of the State Senate, Speaker of the State House of Representatives, President
of the National Association of Counties (NACo), President of the Hawaii State Association of
Counties (HSAC), Mayor of the County of Hawaii, and the Department of Water Supply of the
County of Hawaii.
