AMENDING RULE 17 OF TI-IE RULES OF PROCEDURE OF THE COUNCIL OF THE
COUNTY OF HAWAII RELATING TO ORDER OF BUSINESS
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Rule 17 of the
County Council's Rules of Procedures is hereby amended to read as follows:
"Rule 17
ORDER OF BUSINESS
The following shall be the order of business:
1. Call to Order
2. Roll Call
3. Invocation
4. Approval ofMinu[cs
5. Statements from the Public on Items Listed on The Order of Business
6. Petitions, Memorials and Communications
7. Order of Resolutions
8. Bills for an Ordinance (First Reading)
9. Order of the Day (Second or Final Reading)
10. Reports
11. Referrals for Executive Session
12. Other Business
[12.] 13. Announccmcnts
[13.] 14. Statements- fi'om the Public
[14.] 15. Adjournment
Written testimonies shall be received for the record on any agenda item.
Oral statements from anv member of the public desiring to speak shall abide by the
following:
(a) All those desiring to speak on matters listed on the Order of Business will
register with the county clerk prior to the convening of the meeting giving
their name, address, the organization [hey represent, if any, and the
subject they wish to speak on. Any speaker may speak for three minutes
per a<,enda item subject to the discretion of the presiding officer.
(b) Those speaking are requested to direct their remarks to the council, not to
any individual councilperson or individual person in the audience. No
profanity or abusive remarks will be allowed during the course of
testimony.
(c) No person will be allowed to speak hvice on the same subject.
(d) If possible, ten (10) written copies of the testimony should be prepared for
presentation to the council prior to convening of the meeting.
(e) Any person may speak on matters not on the agenda at the end of council
business. Any person may speak for three minutes subject to the
discretion of the presiding officer.
(t) Any person who does not abide by These rules shall be ruled out of order."
