HomeMy WebLinkAboutRES 172 Draft 02 1994-1996COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. ~'~ 95 (DRAFT 2) WHEREAS, the projected budget shortfall for the State of Hawaii for this fiscal year is $140 million and $360 million for this budget biennium; and WHEREAS, The Governor has announced the layoff of over 600 State employees because of this budget shortfall; and WHEREAS, many worthwhile programs are also being eliminated, such as: 1) Main Street Program that works to preserve and promote the States' historic towns. 2) Department of Education programs such as the Elementary Language Arts program. 3) Meat Inspection program. 4) The state's subsidy for the Molokai Ferry which takes unemployed Molokai residents to West Maui visitor industry jobs. 5) Project Malama which provides meals and bathing to disabled elderly patients; and WHEREAS, no cuts have been announced for the Land Use Commission, the Water Commission and the Office of State Planning; and WHEREAS, the fiscal year 1996 appropriations for these three agencies are: Land Use Commission -- $489,232 Water Commission -- $1,563,916 Office of State Planning -- $3,129,979; and WHEREAS, the elimination of these agencies would save the State over $5 million annually; and WHEREAS, the functions of these agencies could be absorbed at the county level, thus giving the counties the long-awaited "home rule" as it relates to land use issues; and WHEREAS, the elimination of the Office of State Planning was one of the campaign promises of Governor Cayetano. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it urges the Honorable Benjamin J. Cayetano to eliminate the State Land Use Commission, the Water Commission and the Office of State Planning and allow the functions of these offices to be carried out by the respective county governments. BE IT FURTHER RESOLVED that each of the four counties absorbs the functions of the Land Use Commission, the Water Commission and the Office of State Planning within their respective counties. BE IF FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to Governor Benjamin J. Cayetano; Senate President Norman Mizuguchi; House Speaker Joseph Souki; Mayor Stephen K. Yamashiro, County of Hawaii; Mayor Jeremy Harris, City and County of Honolulu; Mayor Linda Crockett Lingle, County of Maui; and Mayor Maryanne W. Kusaka, County of Kauai.
