Home My WebLink AboutRES 176 Draft 01 1994-1996COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 1?6 95 (DRAFT 2) RESOLUTION REGARDING PRIVATIZATION OF PARK MAINTENANCE WORK IN THE KONA AREA WHEREAS, Kailua Park, also known as "Old Airport Park," is now undergoing substantial expansion, with the construction of three new fields for baseball, soccer, and multi- use purposes, and the imminent construction of a roller hockey azena, enlarged pazking area, a showers and locker facility next to Kekuaokalani Gymnasium, a 50 meter community swimming pool, and conversion and reconstruction of the "old terminal building" from a canoe storage shed into a youth activity center; and WHEREAS, a new six acre public park is scheduled to be constructed by the developer of the "Pualani Estates" subdivision and dedicated to the county in 1996 or 1997, said park to include a finished, irrigated multi-purpose field, tot lot, parking lot and restrooms; and WHEREAS, the addition of the above facilities will more than double the county's park maintenance duties in the Kailua vicinity; and WHEREAS, all of the county's other twelve park facilities in the North and South Kona (excepting Miloli i) districts are spread out across a twenty mile long coastal distance from Kailua to Hookena, with just five park facilities being located within a twenty mile driving distance between Holualoa and Hookena; and WHEREAS, the council recognizes that the tremendous distances required to be traveled for parks maintenance purposes within the rural Kona service area result in higher than average manpower and mileage expenses for the county; and WHEREAS, based on traditional management practices, the council foresees the need to increase future operating budgets to cover the increased maintenance expense for the additional pazk areas being completed in the next one and two years; and WHEREAS, the Director of Finance has recently issued a prudent warning of likely reductions in county tax and/or grant-in-aid revenues together with an all but certain increase in operating expenses in the next fiscal year, such cost increase alone projected to be equal to almost seven percent (7%) of current real property tax collections; and WHEREAS, the council desires to assure that the added maintenance requirements of its valuable and diverse new public facilities are met from their inception to avoid the need for expensive rehabilitation expenses thereafter, and yet desires to economize as much as possible in the execution of the required maintenance work; and WHEREAS, the council is awaze of a substantial and skilled landscape maintenance workforce present in Kona's private sector and which currently serves the entire North and South Kona districts in addition to the Kailua vicinity; and WHEREAS, the council believes a private workforce is generally able to provide a more flexible and cost-effective response to fluctuating public use requirements, especially on weekends, holidays, and during seasonal practice interludes when maintenance is often particularly appropriate; and WHEREAS, the council believes that the study of privatization of the county's maintenance requirements for either the entire Kailua Pazk district pazk complex, or all four of its rural, mauka and South Kona parks, to allow consolidation of the existing county workforce in the Kailua vicinity, may allow the increased maintenance work to be performed in the most 2 cost-effective and user-responsive manner, and without any increase or decrease in the existing employee workforce. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it request Mayor Stephen K. Yamashiro to research, evaluate and negotiate with the affected Unions, the privatization of either the maintenance work to be required for pazks and recreation facilities in the Kailua vicinity or the maintenance work required for the rural Kona parks, for discussion and inclusion in the 1996-1997 budget. BE IT FURTHER RESOLVED, that the Clerk of the County of Hawaii transmit copies of this Resolution to the Honorable Stephen K.
