A RESOLUTION REQUESTING THE ADMINISTRATION TO PREPARE A REQUEST
FOR PROPOSAL FOR THE REMOVAL OF DERELICT VEHICLES TO ASSIST
COMMUNITIES AROUND THE ISLAND WITH THE DERELICT VEHICLE PROBLEM
WHEREAS, the County of Hawaii recognizes that there is a
derelict vehicle problem on public and private property on the
Island of Hawaii; and
WHEREAS, there has to be a public/private partnership to
address this problem; and
WHEREAS, coordinating with community associations, volunteers,
and individual landowners will help identify and map out areas
within various communities where derelict vehicles are located;
and
WHEREAS, these groups will work in conjunction with the
Department of Public Works towards implementing the abandoned
vehicle program to systematically remove and dispose of all
derelict vehicles; and
WHEREAS, the ultimate goal is to promote a litter-free
community concept by removing all abandoned vehicles from
neighborhoods, vacant lots, and public and private property.
NOW, THEREFORE, BE IT RESOLVED HY THE COUNCIL OF THE COUNTY OF
HAWAII that it respectfully directs the Department of Public
Works to:
1. Prepare, initiate and execute a Request for Proposal
for non-profit community groups to coordinate the
removal of all derelict vehicles in the County of
Hawaii.
2. Develop an incentive program where vehicle owners or
concerned citizens are paid a "bounty" to turn in
vehicles to the landfill.
3. Develop designated drop-off sites around this island
where vehicle owners or concerned citizens can drop
off derelict vehicles at a convenient location without
being paid.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable
Stephen K. Yamashiro, Mayor of the County of Hawaii,
Ms. Donna Kiyosaki, Chief Engineer of the Department of
Public Works, and Mr. Harry Takahashi, Finance Director.
