RESOLUTION REQUESTING THE ESTABLISHMENT OF A TRAIL SYSTEM IN HILO
WHEREAS, the Rails to Trails Conservancy, in its publication entitled Trails for the
Twenty-First Century, describes multi-use trails as a means for both transportation and recreation
providing "a modern public space unlike any other...that can accommodate a range of users
including...walkers, bicyclist, joggers,...roller and in-line skaters, people in wheelchairs, hikers,
bird-watchers, pazents with strollers...and anglers."; and
WHEREAS, there is a need for safe transportation routes for pedestrians, bicyclists and
other non-motorized commuters in the Hilo area; and
WHEREAS, there is also a need for safer areas for residents to participate in recreational
and fitness activities such as running, jogging, walking and roller and in-line skating; and
WHEREAS, the establishment of a trail system along the Alenaio stream and Wailoa
flood control channel in Hilo would provide both alternate transportation routes and safe
recreation areas for our children, those without access to motor vehicles, other citizens wishing
to enjoy such facilities and visitors to our town; and
WHEREAS, the University of Hawaii at Hilo has recognized in its long range planning
the benefits of the establishment of a trail system along the Wailoa flood control channel for
utilization by their students and staff; and
WHEREAS, the proposed trail systems along the Alenaio stream and Wailoa flood
control channel would provide minimal impact on property owners and existing structures as
much of the land is undeveloped; and
WHEREAS, if the trail system is constructed properly, it will provide citizens and
visitors with a beautiful natural setting and breathtaking views of chazming Hilo; and
WHEREAS, successful planning for a trail system should include attempts to utilize
Intermodal Surface Transportation Efficiency Act (ISTEA) funds.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCII. OF THE COUNTY OF`
HAWAII, that it direct the Legislative Auditor's Office to provide staff time to pursue the
establishment of a trail system in Hilo.
BE IT FURTHER RESOLVED that it requests the Honorable Steve Yamashiro, Mayor
of the County of Hawaii, to support this effort by directing the Department of Pazks and
Recreation and the Department of Public Works to assist in every way possible with the
development and implementation of a plan that would provide a trail system in Hilo; and
BE IT FURTHER RESOLVED that the clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii,
Ms. Constance Kiriu, Legislative Auditor of the County of Hawaii, Mr. George Yoshida,
Director of the Department of Parks and Recreation and Mrs. Donna Fay K. Kiyosaki, Chief
Engineer of the Department of Public Works.
