RESOLUTION URGING THE BOARD OF MEDICAL EXAMINERS TO EXPLORE THE
POSSIBILITY OF RECOGNIZING THE EMERGENCY MEDICAL TECHNICIAN (EMT)
INTERMEDIATE LEVEL.
WHEREAS, many parts of rural Hawaii are without adequate
emergency medical service; and
WHEREAS, it is crucial that every opportunity to improve the
quality of emergency service to residents of rural Hawaii be
explored; and
WHEREAS, Emergency Medical Technicians (EMTs) at the federal
level may be certified at Basic, Intermediate and Advanced levels of
service; and
WHEREAS, the State of Hawaii Board of Medical Examiners
certifies Basic and Advanced levels of service and does not
recognize the Intermediate level of support that might be obtained
from federal certification; and
WHEREAS, many of the EMTS presently stationed at the Volcano
National Park and Military facility are licensed to practice at an
Intermediate level of service, but cannot due to the existing state
regulations cited above; and
WHEREAS, immediately recognizing these federal meth.^.al
personnel and their Intermediate Level Certification would alloza
lives to be saved and establish a higher degree of emergency
coverage to the residents of Upper Puna and Ka'u.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
IiAWAII that the Council urges the Hoard of Medical Examiners and the
Volcano National Park and Kilauea Military Facility to fully explore
and negotiate any necessary agreements to recognize Emergency
Medical Technicians (EMTs) who carry Intermediate revel
Certificates; and
BE IT FURTHER RESOLVED that it requests the Board of Medical
Examiners address issues of education, certification, licensing,
competency, proficiency of the caregivers, medical oversight
supervision, jurisdiction, communication and authority as
recommended by the Emergency Medical Services Advisory Commission.
BE IT FINALLY RESOLVED that the Clerk of cne County of Hawaii
transmit copies of this resolution to Ms. Erlinda Cachola, Board of
Medical Examiners; Mr. Jim Martin, Director of the Volcano National
Park, Dr. Doug Scott, Tripler Medical Center; Mr. Randy Hart,
Director of the Kilauea Military Camp, Mr. Lawrence Miike, Director,
Department of Health; Ms. Donna Maiava, Chief, Emergency Medical
Services Branch; Mr. Dan Domizio, President of the Primary Care
Round Table; Ms. Connie Cabral-Makanini, Executive Office, Board Of
Medical Examiners; Mr. Greg Gifford, State Emergency Medical System;
Capt. Paul Paiva, Emergency Medical Services, Fire Department; Chief
Nelson Tsuji, Fire Department; Seriator Daniel Inouye, Senator Daniel
Akaka; Representative Patsy Mink; Representative Neil Abercrombie;
Senator Andrew C. Levin; Representative Robert Herkes and
Dr. Laura Moire of the Volcano Healing Art Centre.
