RESOLUTION N0. Z97` !5
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the council
and abolish positions with the consent of the council."; and
WHEREAS, the Purchasing Division and Accounts Division of the
Department of Finance have relied upon employees assigned from the
Senior Community Services Employment Program under the Department of
Parks & Recreation; and
WHEREAS, both divisions have depended on the federally-funded
program for many years; and
WHEREAS, the Purchasing Division is no longer allocated a senior
worker, and the Accounts Division has experienced a high turnover
because of the physical requirements of maintaining the central
supplies storeroom; and
WHEREAS, by transferring the storeroom function from the
Accounts Division to the Purchasing Division and creating a
Storekeeper, SR-11 position, the storeroom duties as well as the
myriad clerical activities in the Purchasing Division will be
accomplished; and
WHEREAS, Position No. 3791, Real Property Drafting Technician
II, SR-15, is assigned to the Real Property Tax Division of the
Department of Finance; and
WHEREAS, Position 3791 has been vacant since 1992; and
WHEREAS, by deleting Position 3791, Real Property Drafting
Technician II, SR-15, and creating a Storekeeper, SR-11 position,
the routine office and clerical duties of the Purchasing Division
and the operation of the central supplies storeroom will be
accomplished more efficiently because it w_11 eliminate the need for
higher level staff from both divisions to uerfcrm these functions;
and
WHEREAS, the amount of $14,096.00 to cover the position can be
transferred from 010-121-5125.01-011 Real Property Tas Division
regular salaries and wages account to 010-121-5123.01-011 Purchasing
Division regular salaries and wages account.
NOW, THEREFORE, SE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position No. 3791, Real Property Drafting Technician II,
SR-15 be deleted and a Storekeeper, SR-il position be created.
BE IT FURTHER RESOLVED THAT the salary of $14,096.00 be
transferred from the Real Property Taa Division to the Purchasing
Division.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service.
