RESOLUTION N0. ~ 95
WHEREAS, the Hilo-Hamakua Support Program (HHSP), administered by the Hawaii
Island Catholic Social Ministry, was designed in response to identified needs in the Hilo and
Hamakua communities due to the closures of the Hamakua Sugar Company and Hilo Coast
Processing Company; and
WHEREAS, 70 percent of the staff of HHSP are, themselves, displaced sugar workers
and they diligently help their former colleagues, their families and the greater Hilo-Hamakua
community; and
WHEREAS, the outreach and communication network system that HHSP has labored
long and hard to put into place is one that the community heavily relies upon; and
WHEREAS, the staff of HHSP has gained the trust and respect of those they serve, as
time and again they have gone out of their way to assist the individuals and families facing loss
and uncertainty; and
WHEREAS, there are many former sugar worker families whose lives remain in a
precarious balance and the support of the HHSP staff will continue to make a difference in their
being able to survive; and
WHEREAS, HHSP has also assisted in numerous community events put on to benefit the
residents of the Hilo-Hamakua Coast; and
WHEREAS, the work of HHSP has been extremely beneficial to the Hilo-Hamakua
community during this difficult transitional and unstable economic period; and
WHEREAS, the Hilo-Hamakua community wants this program to remain the focal
support network that they can continue to depend on as an essential means for rebuilding and
strengthening their communities; and
WHEREAS, the Hawaii Island Catholic Social Ministry, on behalf of the Hilo-Hamakua
Support Program, is currently putting together a Request For Proposal to the State Office of
Community Services for the continued funding for this most worthwhile program.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests Governor Benjamin J. Cayetano, through the Office of Community
Services, to look favorably on the Request For Proposal by the Hawaii Island Catholic Social
Ministry far the continued funding for the Hilo-Hamakua Support Program.
BE IT FURTHER RESOLVED that this Council believes that the continuity of this
program is essential for the rehabilitation of the communities affected by the closures of the
Hamakua Sugar Company and Hilo Coast Processing Company.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this resolution to the Honorable Benjamin J. Cayetano, Governor, State of Hawaii;
Ms. Lorraine H. Akiba, Director, Department of Labor and Industrial Relations; Mr. John Sabas,
Executive Director, Office of Community Services; and Mrs. Carol Ignacio, Executive Director,
Hawaii Island Catholic Social Ministry.
