RESOLUTION N0. 214 95
RELATING TO THE DESIGNATION OF ENTERPRISE ZONES ON THE BIG
ISLAND OF HAWAII.
WHEREAS, the County of Hawaii encourages economic development
on the Big Island of Hawaii; and
WHEREAS, the Hawaii County Council passed Bill No. 167 enabling
the designation of enterprise zones in Hawaii County; and
WHEREAS, Bill No. 167 was enacted into Ordinance 94-8 by Mayor
Stephen Yamashiro; and
WHEREAS, Ordinance 94-8 will be conducive to economic
development efforts to generate employment; and
WHEREAS, the unemployment rate on the Big Island is in excess
of ten percent; and
WHEREAS, the Hawaii County Council is empowered to make
enterprise zone designations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that the following enterprise zones be established in
Hawaii County according to the delineations submitted with this
resolution (EXHIBIT "A"), and maps attached hereto
(EXHIBIT "B-1" and EXHIBIT "B-2"):
(1) Kona Enterprise Zone II
(2) Hilo-Puna Enterprise Zone (amendment)
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Governor of
the State of Hawaii, to the Mayor of the County of Hawaii, and
to the Director of the Department of Business, Economic
Development and Tourism.

ENTERPRISE ZONE BOUNDARIES
Hilo-Puna Enterprise Zone (Amendment). Beginning at the
intersection of [Pauahi] Puainako Street and Kilauea Avenue and
heading south on Kilauea Avenue to the Volcano Highway, south
on the Volcano Highway to Mamaki Street; then 2500 feet
southwesterly on the Mamaki Street extension to the makai
boundary of the Panaewa Forest Reserve; southeasterly along
said boundary to the South Hilo-Puna District boundary;
southerly along the Puna-South Hilo boundary to North Kulani
Road, north 2200 feet on North Kulani Road; then south on
unimproved 4-wheel drive road to the boundary of the Olaa
Forest Reserve; along Olaa Forest Reserve boundary in southerly
direction to the southeastern corner of the Hawaii Volcanoes
National Park "square"; southeast along Olaa Forest
Reserve/Olaa Reservation boundary to the Volcano Highway;
southwest on Volcano Highway to Olaa Forest Reserve/Olaa Summer
Lots Boundary; north along said boundary to the HVNP "square";
southwest to Wright Road, then along Wright Road to the
Puna-Ka'u district boundary; southeasterly along said boundary
to the northern boundary of the Kahaualea ahupua'a and west
along said boundary to the Wao Kele O Puna boundary; west along
Wao Kele O Puna boundary and northern boundary of adjacent Puna
Forest Reserve boundary to the northwestern corner of the Makuu
ahupua'a; south along the Puna Forest Reserve boundary to the
Upper Kaimu Homesteads boundary; west, then southwest along
said boundary to the Kikala-Keokea Homesteads boundary, and
along said boundary to Highway 130; south along Highway 130 to
the Pacific Ocean; following the coastline east, then north and
west to the (Puna-South Hilo boundary; then southwest along the
Puna-South Hilo boundary to Railroad Avenue; north on Railroad
Avenue to Leilani Street; west on Leilani Street to Kanoelehua
Avenue, north to Hualani Street; then east on Hualani Street;
then northeasterly on the brig road to Kamehameha Avenue; east
on Kamehameha Avenue to Silva Street, then north to
Kalanianaole Avenue; southwest on Kalanianaole Avenue to
Kamehameha Avenue;] intersection of the Wailoa River with the
Pacific Ocean; then west on Kamehameha Avenue to [Pauahi
Street] the Wailuku River: southwesterly on [Pauahi Street]
extension of Komohana Street: then south on Komohana Street o
Puainako Street: then east on Puainako Street to Kilauea Avenue.

Kona Enterprise Zone II. Beginning at a point where the
northern boundary of the Honalo ahupua'a intersects with the
Pacific Ocean (Lekeleke Bay) and heading easterly across
Highway 11 to a point intersecting with the Kahaluu Forest
Reserve; then on a straight line extended approximately
4200 feet southeasterly to the northeastern corner of a
rockwall formation, following said rockwall southerly to the
southeastern corner of the rockwall formation; then on a
straight line appromimately 5200 feet southerly to the North
Kona-South Kona district boundary, following said boundary
southerly; then, on a straight line southeasterly approximately
10,750 feet to the Honaunau Forest Reserve (HFR) boundary,
along said boundary southeasterly; then southwesterly; then
southerly along the HFR boundary to the southern boundary of
the Keokea ahupua'a; then on a straight line approximately
6800 feet to the southern boundary of Kealia 2 ahupua'a; then
easterly along the southern boundary of Kealia 2 ahupua'a to
the Pacific Ocean (Palianihi Point); then northerly along the
coastline to the intersection of the northern boundary of the
Honalo ahupua'a.
