RESOLUTION N0. 21s 95
A RESOLUTION RELATING TO THE CLINTON ADMINISTRATION'S RECENT
INITIATIVE TO REDUCE SMOKING AMONG AMERICA'S YOUTH
WHEREAS, in America today over three million children and adolescents smoke
cigazettes, and over one million adolescent boys use smokeless tobacco; and
WHEREAS, every day another 3,000 young people become regulaz smokers, with
statistics indicating that 1,000 of them will eventually die as a result of their smoking; and
WHEREAS, tobacco products aze responsible for over 400,000 deaths each yeaz from
such problems as cancer, respiratory illness, and heart disease, and aze also responsible,
according to the Centers for Disease Control, for health caze costs totalling $50 billion in 1993;
and
WHEREAS, it has been demonstrated that young people greatly underestimate the
addictive power of tobacco smoking, with statistics indicating that a high school student who
smokes daily is very likely to remain a smoker for many years; and
VItHEREAS, despite the presence of state laws that prohibit the sale of tobacco to minors,
it is estimated that teenagers consume 516 million packs of cigazettes and 26 million containers
of chewing tobacco each yeaz, obtaining the tobacco products via a vaziety of outlets such as
vending machines, mail-order sales, self-service displays, and free samples; and
WHEREAS, tobacco advertising and promotion, which totaled $6.2 billion in
expenditures in 1993, reaches and influences young people through a vaziety of mediums and
methods, thereby impacting a segment of our society that is impressionable and vulnerable; and
WHEREAS, in order to reverse the growth of tobacco use among America's youth, and
on the basis of findings by groups such as the American Medical Association, the American
Cancer Society, the American Lung Association ,and the Centers for Disease Control, President
Clinton has proposed a set of changes and restrictions in the ways tobacco products aze
marketed, promoted, and sold; and
WHEREAS, the Clinton administration's proposals limit the availability, and decreases
the attractiveness and appeal, of tobacco products to minors, while preserving access and
freedom of choice for adults, by eliminating vending machines, mail-order sales, and other such
methods by which minors aze able to easily purchase tobacco products, and by placing additional
restrictions on print and billboazd advertising, and on sponsorship and product promotion
methods currently used by tobacco companies, which have a great impact upon youths.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
I-IAWAI'I that it expresses its support of President Clinton's initiative to reduce tobacco use
among America's and Hawai' is youth.
BE IT FURTHER RESOLVED that the Clerk of the County of HawaC i transmit copies
of this Resolution to the President of the United States, the Food and Drug Administration,
Senator Daniel Akaka, Senator Daniel Inouye, Representative Neil Abercrombie and
Representative Patsy Mink.
