HomeMy WebLinkAboutRES 219 Draft 01 1994-1996COUNTY OF HAWAft 'STATE OF HAWAII RESOLUTION N0. 219 95 A RESOLUTION RELATING TO WORLD AIDS DAY ON DECEMBER 1, 1995 WHEREAS, the global spread of the HIV infection and AIDS necessitates a worldwide effort to increase communication, education, and preventive action to stop the spread of HIV/AIDS; and WHEREAS, the World Health Organization has desigriated December 1 of each yeaz as World AIDS Day, a day to expand and strengthen the worldwide effort to stop the spread of HIV/AIDS; and WHEREAS, the World Health Organization now estimates that 18.5 million people have been infected with HIV and that more than 1.5 million of them have developed AIDS, and that an estimated 5000 new people become infected with HIV every day, or one person every 17 seconds; and WHEREAS, the American Association of World Health is encouraging a better understanding of the challenge nationally as it recognizes that the number of people diagnosed with HIV and AIDS in the United States continues to increase, with an estimated 1 in 250 Americans currently HIV positive and over 441,528 AIDS cases reported (as of December 31, 1994); and WHEREAS, as of September 3Q 1995 there have been 1725 cases of AIDS reported in the State of Hawai' i, with the number of cases reported in women increasing three-fold during the past three years and the percentage of cases among Asians and Pacific Islanders increasing from 18% of the reported cases in 1989 to 25% in 1995; and WHEREAS, 59% of all the AIDS cases reported in Hawai' i have been among people between 20 and 39 years old, with AIDS now the leading cause of death in Hawai i among men between the ages of 25 and 34; and WHEREAS, within the State of Hawai' i, 228 cases of AIDS have been reported from Hawai i County, with these cases disproportionately distributed in relationship to the state as a whole-13% of the reported AIDS cases in the state are from the island of Hawai' i, while 11.5% of the state's population reside here-with injecting drug use (IDU) accounting for 11% of the total number of cases reported (the highest rate in state and representing 6% for the state as a whole), and the rate per capita (cases per 100,000) for women is 26.5, almost double the next highest rate of 14.1 cases per 100,000 in Honolulu County; and WHEREAS, World AIDS Day 1995, "Shared Rights, Shared Responsibilities" (a) urges the state of Hawai' i and the world to protect everyone's rights to HIV/AIDS prevention and care, (b) recognizes that everyone shares the same human rights regardless of their HIV status and (c) emphasizes the shared responsibilities of individuals, families, government and the international community to promote prevention and seek a cure. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCII, OF THE COUNTY OF HAWAII that it declazes December 1, 1995 as World AIDS Day and that it joins the Big Island Aids Project (BIAP), and the numerous groups which have worked to coordinate World AIDS Day on the Big Island such as the Depaztment of Health, the UHH Women's Center, and various church organizations, in declazing the week of November 27, 1995 to December 3, 1995 as AIDS Awareness Week. BE IT FURTHER RESOLVED that the Council urges all citizens to take part in Big Island activities and observances designed to increase awareness and understanding of HIV/AIDS as a global challenge, to take part in HIV/AIDS prevention activities and programs and to join the global effort to prevent the further spread of HIV/AIDS. BE IT FURTHER RESOLVED that the Clerk of the County of Hawai i transmit copies of this Resolution to Governor Benjamin Cayetano, the President of the Senate, Norman Mizuguchi, the Speaker of the House, Joseph Souki, the Director of the Department of Health, Lawrence Miike, Mayor Stephen Yamashiro, and the Big Island AIDS Project.
