A RESOLUTION RELATING TO AQUARIUM FISH COLLECTING
WHEREAS, the collecting of aquazium fish is an important economic activity in the state
of Hawai' i with the estimated value of all animals collected in FY 1994 being $832,349 of which
$291,875 (35%) of the total sales reportedly came from export sales; and
WHEREAS, the reported number of animals collected azound Hawai i Island in FY 1994
was 223,926, which represents 52% of the State total;
WHEREAS, some scientists have interpreted the available data to suggest that the majority
of fish species aze not threatened by the present collection efforts; and
WHEREAS, along near shore reefs, the abundance and diversity of certain fish species aze
reportedly in decline; and
WHEREAS, the depletion of reef fish populations causes hazdship to a number of important
economic activities in the state of Hawai' i, notably the $35 million per year recreational dive
industry, as well as the fish collection industry; and
WHEREAS, the Department of Land and Natural Resources, Division of Aquatic Resources,
acknowledges the need for complete and accurate information to manage the State's fishery
resources, which includes the aquarium fish industry that has come under increasing scrutiny in
recent years.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAI' I that it supports an administrative effort to improve the management of our neaz shore
ecosystems and it believes that a collaborative effort by the industries impacted, conservationists,
and state government should generate the necessary additional management efforts and
improvements.
BE IT FURTHER RESOLVED that the Council requests that the legislature support and
enable any statutory changes or additional funding requested by the Department of Land and Natural
Resources, Division of Aquatic Resources, pursuant to improving the effective management of our
near shore marine life and its environment and supporting the efforts and conclusions of the State
Reef Fish Working Group.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawai i transmit copies of
this Resolution to Governor Benjamin Cayetano; the President of the Senate, Norman Mizuguchi;
the Speaker of the House, Joseph Souki; Senator Andrew Levin; Senator Richard Matsuura; Senator
Malama Solomon; Representative Jerry Chang; Representative Eric Hamakawa; Representative
Robert Herkes; Representative Virginia Isbell; Representative Dwight Takamine; Representative
David Tarnas; the Chair of the Board of Land and Natural Resources, Mike Wilson; and the
Administrator of the Aquatic Resources Division, William Devick.
