HomeMy WebLinkAboutRES 238 Draft 01 1994-1996COUNTY OF HAWAII. -STATE OF HAWAII RESOLUTION N0. 238 95 A RESOLUTION RELATING TO THE DEVELOPMENT OF THE KALAKAUA PARK HERITAGE AREA. WHEREAS, the Hawaii Redevelopment Plan (April 1990) designates the area around and adjacent to Kalakaua Pazk as the Kalakaua Pazk Heritage Area; and WHEREAS, according to the Hawaii Redevelopment Plan. "This heritage area is intended to serve as a magnet to: 1) aid in the preservation and rehabilitation of the public and private structures of azchitectural or historic significance to Hilo; 2) reinforce the area's past, present, and future function and image as an important civic area in Hilo; and 3) develop it as one of several activity centers for attracting people, both local residents and visitors, to Downtown Hilo ... "; and WHEREAS, a certain pazcel of land identified as Tax Map Key No. 2-3-006:003 is available for this heritage pazk development; and WHEREAS, the Hilo Outdoor Circle, an all volunteer nonprofit community organization, who is uniquely suited to create and design such a heritage pazk, has expressed a sincere interest in taking on this project; and WHEREAS, the Hilo Outdoor Circle has indicated that they aze willing to take on the responsibility of developing this pazk and will remain responsible for a period of two years after the development is complete as long as the County continues to maintain the azea; and WHEREAS, in 1990, the Council of the County of Hawaii adopted Ordinance No. 90- 29, which gave the County the authority to purchase the aforementioned parcel for the specific purpose of developing the area according to the heritage park theme; and WHEREAS, this Council finds itself with a moral obligation to support the actions of a previous Council. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that this pazcel be developed into a park to conform with the Kalakaua Park Heritage Area theme. BE IT FURTHER RESOLVED that the County of Hawaii solicits the assistance of the Hilo Outdoor Circle and executes an agreement with them to plan, design and oversee the development of this Heritage Park, and that the Hilo Outdoor Circle uses their volunteers to coordinate this effort and seek private contributions in order to make the Kalakaua Heritage Park a reality. BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable Stephen K. Yamashiro, Mayor, County of Hawaii; Mr. George Yoshida, Director, Department of Pazks and Recreation; and Dr. Judith Kirkendall, President, Hilo Outdoor Circle.
