RESOLUTION RELATING TO PARKING IN DOWNTOWN HILO.
WHEREAS, there have been numerous complaints and concerns raised over the lack of
available parking in Downtown Hilo; and
WHEREAS, the lack of available parking has created a disincentive for customers to
come to the Downtown Hilo area negatively impacting businesses in the area; and
WHEREAS, it has been noted that one of the reasons parking is not available for
customers is due to the fact that employees of Downtown businesses often utilize the spaces
intended for customers; and
WHEREAS, previous lack of enforcement of parking regulations also contributes to the
unhealthy parking situation; and
WHEREAS, the passage of Bill No. 165, Draft 4, at the December 15, 1995 County
Council meeting creates an opportunity to privatize parking regulations in Downtown Hilo
which would allow for a number of creative solutions to our parking problems.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it request the Chief Engineer of the Department of Public Works to work with the
Legislative Auditor's Office to develop a plan to allow for short, medium and long term parking
in the metered stalls in Downtown Hilo followed by appropriate enforcement as allowed for in
the Hawaii County Code and Bill No. 165, Draft 4 passed at the December 15, 1995 County
Council meeting.
BE IT FURTHER RESOLVED, that it directs the Chief Engineer of the Department of
Public Works to issue Request for Proposals which would allow for the private enforcement of
parking regulations in the Downtown Hilo area and/or the development of employee parking lots
in appropriate public parking lots and spaces which would be privatized allowing for employees
of downtown businesses to utilize the lots by payment of a monthly fee.
BE IT FURTHER RESOLVED, that copies of this Resolution be transmitted to the
Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii, Mrs. Donna Fay K.
Kiyosaki, Chief Engineer of the Department of Public Works, and Ms. Connie Kiriu, Legislative
Auditor for the County of Hawaii.
