RESOLUTION N0._ 248 96
RESOLUTION REQUESTING THE ESTABLISHMENT OF A TRAIL SYSTEM ALONG
KALANIANAOLE AVENUE.
WHEREAS, the Rails to Trails Conservancy, in its publication entitled Trails for the
Twenty-First Century, describes multi use trails as a means for both transportation and recreation
providing "a modern public space unlike any other...that can accommodate a range of users
including...walkers, bicyclists, joggers,...roller and in-line skaters, people in wheelchairs, hikers,
bird-watchers, parents with strollers...and anglers."; and
WHEREAS, there is a need for safe transportation routes for pedestrians, bicyclists and
other non-motorized commuters in the Keaukaha area; and
WHEREAS, there is also a need for safer areas for residents to participate in recreational
and fitness activities such as running, jogging, walking and roller and in-line skating; and
WHEREAS, the establishment of a trail system along Kalanianaole Avenue in Keaukaha
would provide both alternate transportation routes and safe recreation areas for our children,
those without access to motor vehicles, other citizens wishing to enjoy such facilities and visitors
to our town; and
WHEREAS, Kalanianaole Avenue is heavily used by children who walk or ride their
bikes to and from Keaukaha School or to go to the vazious beach parks in the area for swimming
or surfing; and
WHEREAS, under existing conditions there is not enough room on the shoulders of the
road for the many pedestrians, runners and bicyclists to traverse safely; and
WHEREAS, the motor vehicle traffic along Kalanianaole Avenue has increased
mazkedly over the past few years and vehicles double park along the beaches creating an even
more hazardous environment for non-motor vehicle traffic; and
WHEREAS, by having awell-defined trail system, local residents and tourists would
have a safe alternative for traversing this road, thus cutting down on the traffic and pollution in
the azea; and
WHEREAS, the present construction of the sewer lines along Kalanianaole Avenue
provides an opportune time to also construct a trail system with a minimal impact and disruption
to the property owners, residents, and businesses along this route; and
WHEREAS, successful planning for a trail system should include attempts to utilize
Intermodal Surface Transportation Efficiency Act (ISTEA) funds.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it direct the Legislative Auditor's Office to add this project to their pursuit of the
establishment of a trail system in Hilo as directed by Resolution No. 183-95.
BE IT FURTHER RESOLVED that it requests the Honorable Stephen K. Yamashiro,
Mayor of the County of Hawaii, to support this effort by dtrecting the Department of Planning,
the Department of Parks and Recreation and the Department of Public Works to assist in every
way possible with the development and implementation of a plan that would provide a trail
system along Kalanianaole Avenue.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii,
Ms. Constance Kiriu, Legislative Auditor of the County of Hawaii, Ms. Virginia Goldstein,
Director of the Department of Planning, Mr. George Yoshida, Director of the DeparUnent of
Parks and Recreation and Mrs. Donna Fay K. Kiyosaki, Chief Engineer of the Department of
Public Works.
