RESOLUTION N0. 264 S~
WHEREAS, the U.S. Department of Justice had previously awarded
the County of Hawaii Police Department a $375,000 grant under a
Police Hiring Supplemental Program to hire five (5) police officers
for community policing; and
WHEREAS, Resolution 262-94 created five (5) Police Officer
positions under this grant; and
WHEREAS, the U.S. Department of Justice has approved another
award under the Community Oriented Policing Services (C.O.P.S.),
Accelerated Hiring, Education and Deployment (A.H.E.A.D.) to
complement the previous award in the amount of $300,000 to hire an
additional four (4) police officers; and
WHEREAS, these officers would serve as liaisons between
community members and associations and would allow island-wide
coverage of all districts in this County; and
WHEREAS, the grant requires specific programs be developed with
senior citizens, parents, and students; and that these officers work
with youths and local broadcasting companies to write and produce
youth-oriented, anti-drug and crime television spots; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council...";
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII:
1. That four (4) Police Officer II, PO-7, positions be created
in the Hawaii County Police Department, under the terms of the COPS
AHEAD Program.
2. That if future funding of the Police Officer II positions is
not received from the federal grant, the County will either continue
funding or abolish these positions.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
