RESOLUTION URGING THE FORMATION OF A ROUND TABLE TO DISCUSS THE
SURFACE AND GROUNDWATER WATER SUPPLIES AND DEMANDS IN THE WAIMEA
AREA.
WHEREAS, Waimea is a growing community with existing and emerging water needs; and
WHEREAS, Waimea's current water needs aze served by a surface water/reservoir system
which must be brought to safe drinking standards at the Waimea Treatment Plant; and
WHEREAS, the water reserves of this surface water/reservoir system are subject to
depletion as witnessed during the past and recent (1995-1996) droughts in the area; and
WHEREAS, there is a national shift from surface water, because of the required treatment
to meet the Safe Drinking Water Act and other related regulations, to groundwater, which is of a
higher quality and reliability; and
WHEREAS, a groundwater aquifer was recently discovered underlying the Waimea area of
a very high quality and hopefully of a quantity to make it viable for production and use as a potable
and agricultural water source; and
WHEREAS, the new Parker Ranch well, scheduled to be dedicated to the Department of
Water Supply, could be a major component of a new well water system, and two additional wells,
one at the Waimea Country Club site and the Puukapu State well, could also offer well water for
the establishment of a comprehensive well water system; and
WHEREAS, the new health institutions in Waimea town, such as the North Hawaii
Community Hospital, Lucy Henriques Medical Center & Kaiser Permanente, are examples of an
industry requiring a reliable and high quality water supply; and
WHEREAS, the Department of Hawaiian Home Lands has development plans for
thousands of acres of land in the Waimea, creating new demands for an agricultural and potable
water supply; and
WHEREAS, the Waimea-Paauilo Watershed project is proposing the development of
another reservoir system in the Waimea area without adequately considering a well water system
alternative, and an Environmental Impact Statement is being prepared with little coordination and
communication between public and private agencies involved in water development; and
WHEREAS, it is time for a complete resource and demand assessment of surface and
groundwater needs in the Waimea area; and
WHEREAS, it is recog- -i that the County Department of Wa* apply has made substantial
investments in the constructioi improvements of the water reservo. 3 treatment plant in
Waimea, thus having a priority irx determining the use of these assets; ana
WHEREAS, current economic conditions require the utilization of higher degrees of financial
integration and cooperation between public and private parties and government agencies.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Council of the County of Hawaii
that it urges the establishment of aninter-agency, public and private round table to discuss the issues
and determine the proper courses of action in regards to Waimea area's existing and emerging water
needs.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii appoint Councilman
John Ray to organize and convene this round table.
BE IT FURTHER RESOLVED, that the round table remain as an advisory body to provide
recommendations to any resulting board or group.
BE IT FURTHER RESOLVED, that the Council of the County of Hawaii asks the
administration of the County of Hawaii to support the efforts of this round table to provide the highest
quality potable water and the most reliable agricultural water supply in the Waimea area.
BE IT FURTHER RESOLVED, that copies of this Resolution be transmitted to the Honorable
Stephen K. Yamashiro, Mayor of the County of Hawaii, Kali Watson, Director of the Department of
Hawaiian Home Lands, the Honorable Malama Solomon, State Senator, the Honorable David Tarnas,
State Representative, Ken Kaneshiro, State Conservationist for the Natural Resources Conservation
Service, Milton Pavao, Manager of the County of Hawaii Department of Water Supply, Glenn Santos,
Chairman of the Water Commission and James Nakatani, Chairperson of the Department of
Agriculture.
