HomeMy WebLinkAboutRES 280 Draft 03 1994-1996COUNTY OF HAWAI! STATE OF HAWAII RESOLUTION N0. 2~~ 96 (DRAFT 3) A RESOLUTION RELATING TO HAWAHAN HOME LANDS. WHEREAS, the Hawaiian Homes Commission Act, 1920, was adopted as a provision of the Hawaii State Constitution upon Statehood and the State of Hawaii entered into a compact with the United States to assume the duties of the management and disposition of the Hawaiian Home Lands; and WHEREAS, some 103,490 acres of land in the County of Hawaii have been designated as "available" Hawaiian Home Lands and aze included in the inventory of lands of the Hawaiian Homes Commission; and WHEREAS, although on the Island of Hawaii, there aze approximately 1,756 residential, agricultural and pastoral leases on these lands, there aze more than 10,000 Native Hawaiian applicants on the waiting list for other Hawaiian Home Lands leases on our island; and WHEREAS, many Native Hawaiians of the Island of Hawaii and many Native Hawaiians who have moved here in the hopes of obtaining a Hawaiian Home Land lease have waited in vain for many yeazs for a lease awazd to establish their homesteads; and WHEREAS, the Department of Hawaiian Home Lands (Department) has repeatedly stated that the delays in awazding homesteads are due to the Department's lack of funds to develop the proper infrastructure on Hawaiian Home Lands; and WHEREAS, on December 20, 1994, the Department entered into an agreement with Waiakea Center, Inc., to develop that certain pazcel of Hawaiian Home Lands on the northeastern corner of Kanoelehua Avenue and E. Makaala Street, on the Island of Hawaii, into a commercial shopping complex with Walmart as its anchor tenant; and WHEREAS, the lease rent for this pazcel will be $34 million, payable over the next 30 yeazs and averaging approximately one million dollars each yeaz to the Department. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it urges the Department of Hawaiian Home Lands to use the income received from the commercial lease to Waiakea Center, Inc., to develop the infrastructure on Hawaiian Home Lands on the Island of Hawaii in order to expedite homestead leases to Native Hawaiians as authorized under the Hawaiian Homes Commission Act, §207(a). BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable Benjamin Cayetano, Governor of the State of Hawaii; Mr. Kali Watson, Director of the Department of Hawaiian Home Lands and all the members of the Hawaiian Homes Commission.
