RESOLUTION N0. 283 96
WHEREAS, the United States Department of Agriculture, Rural
Economic and Community Development Service (RECDS), has advised
the County of Hawaii that the Rural Housing Service (RHS) has
announced on February 6, 1996, that RECDS's National Office has a
reserve of $100,000 designated for special targeted areas, which
is available for the Housing Preservation Grant (HPG) program;
and
WHEREAS, the special targeted areas are plantation camps
affected by the closing of sugar mills: Hamakua and Ka'u on the
Big Island, and Ewa and Waialua on the Island of Oahu; and the
Department of Hawaiian Home Lands; and
WHEREAS, the County of Hawaii has determined that the
greatest need on the Island of Hawaii is the Hamakua Sugar
Company and/or Ka'u plantation camps; and
WHEREAS, the primary objective of the HPG program is to
provide low or zero interest loans or grants to low income
families for basic renovations and repairs to their homes; and
WHEREAS, Section 2-73, Hawaii County Code, requires that
all instruments and documents relating to the housing programs of
the Hawaii County Housing Agency be signed by the Mayor as
authorized by the Charter and the Council; and
WHEREAS, it is required by the RECDS that the County of
Hawaii submit a prea-pplication with certifications and other
documentation assuring conformance to related rules, regulations
and laws of the HPG program; and
WHEREAS, it is further required by the RECDS that, if the
preapplication is approved, the County of Hawaii must submit an
application to obligate funds.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the Mayor of the County of Hawaii or, in his
absence, the Acting Mayor is hereby authorized to execute and
submit the 1996 HPG preapplication and, if approved, all other
related documents necessary to process and implement the HPG
application and program with the United States Department of
Agriculture, Rural Economic and Community Development Service.

BE IT FURTHER RESOLVED that the Mayor or his authorized
representative is designated to act as the representative of the
County.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
