RESOLUTION N0. 286 96
A RESOLUTION ENCOURAGING THE PRIVATE DEVELOPMENT OF COMMERCIAL
AND RESIDENTIAL USES SURROUNDING THE UNIVERSITY OF HAWAII AT HILO.
WHEREAS, the County's General Plan cites as a Course of Economic Action for the South Hilo
District "The County shall support the development of a master plan for lands within the vicinity
of the University of Hawaii at Hilo to incorporate a college town concept utilizing an appropriate
mixture of residential, commercial and other land uses to complement the university's
infrastructure"; and
WHEREAS, another Course of Action for Commercial Development in the South Hilo District
stated in the General Plan is "Commercial zoned lands in proximity to the University of Hawaii
at Hilo shall be allocated as the need arises;" and
WHEREAS, a General Plan Economic Policy states "The County shall continue to encourage the
expansion of the research and development industry by working with and supporting the
university, private sector, and other agencies' programs developed to aid the County of Hawaii;"
and
WHEREAS, the General Plan Land Use Pattern Allocation Guide (LUPAG) Map designates the
areas surrounding the University of Hawaii at Hilo (UHH) as (1)'Medium Density Urban
Development', which allows for village and neighborhood commercial and residential functions
and (2)'Low Density Urban Development', which allows for convenience type commercial uses
and residential uses that are single-family in character; and
WHEREAS, the Hilo Community Development Plan (CDP) which was adopted by Planning
Commission Resolution No. I on May 21, 1975, was meant to guide all planning decisions
within the Hilo urban area; and
WHEREAS, the Hilo CDP recommends only single- and multiple-family residential uses
surrounding UHH; and
WHEREAS, the Long Range Development Plan for the University of Hawaii at Hilo (1981)
acknowledges "the success of the Hilo complex as a viable academic community with a high
percentage of residential students will depend on the proximity of commercial amenities. While
the University is not in the position to plan for this commercial development, it should
encourage the development of some commercial use adjacent to the campus. At present, the lack
of these amenities close to campus discourages students from remaining on campus after class
hours. Those who do not have access to cars are stranded on a limited campus ... ;" and
WHEREAS, over the past two decades, there have been significant shifts in the overall land use
policies for the City of Hilo and the economic environment of the region; and
WHEREAS, the number of commercial zonings requested and approved in the vicinity of UHH
over the past decades has been few and limited; and
WHEREAS, the Council recognizes the importance of a responsive support community in order
to enhance the development of UHH; and
WHEREAS, this support could be realized, in part, by facilitating a mix of a variety of
commercial and residential uses in close proximity to UHH; and
WHEREAS, to mitigate accompanying tax concerns, a landowner may choose to dedicate
property to nonspeculative residential use to ensure that the residential use assessment is frozen
at existing levels.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it encourages the private development of mixed commercial and higher density
residential uses surrounding the University of Hawaii at Hilo campus, particularly within that
area as shown on Exhibit A.
BE IT FURTHER RESOLVED that the clerk of the County of Hawaii transmit true copies of
this resolution to the Honorable Mayor Stephen K. Yamashiro; Planning Director Virginia
Goldstein; the Hawaii County Planning Commission; President Kenneth P. Mortimer, University
of Hawaii at Manoa ;Chancellor Kenneth Perrin, University of Hawaii Hilo; Provost Sandra
Sakaguchi, Hawaii Community College and all local Chambers of Commerce.
