RESOLUTION N0. 299 96
RELATING TO THE CLOSURE OF KAIWI STREET AT THE INTERSECTION WITH
QUEEN KAAHUMANU HIGHWAY.
WHEREAS, the State of Hawaii Department of Transportation is planning the expansion
of Queen Kaahumanu Highway, between Henry Road and the Keahole Airport, from atwo-lane
road to a four-lane road; and
WHEREAS, this plan includes the permanent closure of Kaiwi Street at the intersection
of Queen Kaahumanu Highway during this highway expansion; and
WHEREAS, the closure of this intersection would direct southbound traffic to the
intersection of Kaiwi Street and Kuakini, where Kuakini is a through street and Kaiwi has a stop
sign; and
WHEREAS, presently, the traffic backs up for blocks at this intersection during rush hour
and closing the mauka intersection of Kaiwi and Queen Kaahumanu will only exacerbate this
problem; and
WHEREAS, the traffic exiting this azea would then have to travel southbound to the
intersection of Kuakini and Palani Road, the "main intersection" in Kadua-Kona, which already
suffers extreme traffic back ups; and
WHEREAS, the only other access and egress point to this, the main business center of
Kailua-Kona, is Makala Street to the north and therefore the closure of Kaiwi would require
northbound traffic to drive two extra miles in order to enter the industrial park; and
WHEREAS, this area is without question or debate, the defacto "downtown area", of
Kailua-Kona and the closure of Kaiwi Street at Queen Kaahumanu Highway would seriously alter
the traffic flow and patterns in Kailua-Kona, is an excessive economic hardship on the businesses
located there and the people who shop in the azea, and would cause undue hardship on all
concerned.
NOW, THEREFORE, BE Tr RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it recommends that the State of Hawaii Department of Transportation maintain
the present access and egress at the intersection of Kaiwi Street and Queen Kaahumanu Highway
during the planned expansion of Queen Kaahumanu from two lanes to four lanes, allowing all
turns into and out of Kaiwi Street to Queen Kaahumanu, except for left turns out.
BE IT FURTHER RESOLVED that at the very least, a "right in -- right out" access and
egress should be maintained at this intersection in order to alleviate traffic back ups and gridlock.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the following Department of Transportation personnel: Mr. Kazu Hayashida,
Director; Mr. Hugh Ono, Highways Administrator; Mr. Ron Tsuzuki, Planning Director; and
Mr. Stanley Tamura, Acting District Engineer, Hawaii District Office.
