RESOLUTION N0. 3Q4 96
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, a Police Officer position is a specialized position in
which a person must have training and education before qualifying
for it; and
WHEREAS, a Police Officer Recruit position is the entry level
class in the police series; and
WHEREAS, a Police Officer Recruit attends training classes and
receives instructions in the theories, techniques, methods and
procedures used in police work, and receives on-the-job training by
accompanying experienced police officers on foot and motor patrols
for almost ten (10) months,; and
WHEREAS, a Police Officer Recruit's salary is paid by an already
existing vacant position which is funded within the Police
Department; and
WHEREAS, the Police Department presently has 15 Police Officer
Recruit PO-05 positions; and
WHEREAS, increasing the number of Police Officer Recruit
positions by eight (8) would be more in line with the needs of the
Department.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that eight (8) more Police Officer Recruit PO-05 positions be
created.
BE IT FURTHER RESOLVED that funds are available in the regular
salaries and wages account of the Police Department.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Civil Service and Finance.
