RESOLUTION N0. 316 96
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, there are eight (8) Water Safety Officer I and thirteen
(13) Swim Instructor positions budgeted for summer hire contractual
positions in the budget; and
WHEREAS, these positions can only be used during the summer
months (June-August) and for ninety (90) days only; and
WHEREAS, by changing these positions to temporary, the
Department of Civil Service can screen, test, and certify employees,
making available a pool of applicants to draw from throughout the
year to fill e$tended absences as well as supplement the staff
during high use periods; and
WHEREAS, by changing one (1) Swim Instructor's position to
Lifeguard I (Pool), the overload at Kawamoto swim stadium would be
alleviated; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that eight (8) Water Safety Officer I Temporary, SR-15,
twelve (12) Swim Instructor Temporary, SR-11, and one (1) Lifeguard
I (Pool) Temporary, SR-11, positions be created.
BE IT FURTHER RESOLVED that funds are available in the regular
salaries and wages account of the Department of Park & Recreation,
Aquatics Division.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks & Recreation, Civil Service
and Finance.
