RESOLUTION N0. 318 ~6
RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII OR, IN
HIS ABSENCE, THE MANAGING DIRECTOR OR AUTHORIZED REPRESENTATIVE
TO EXECUTE AND SUBMIT THE UPDATED CONSOLIDATED PLAN AND ALL OTHER
RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT FOR THE 1996 COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM.
WHEREAS, the County of Hawaii receives federal Community
Development Block Grant (CDBG) Small Cities Program funds from
the United States Department of Housing and Urban Development
(HUD); and
WHEREAS, it is required by HUD that, before the County of
Hawaii receives its 1996 CDBG allocation, the County submit an
Action Plan as contained in the Consolidated Plan; and
WHEREAS, the Action Plan shall include the projects and
activities that will be carried out with the County's 1996 CDBG
allocation to meet the goals and objectives as described in the
Consolidated Plan; and
WHEREAS, the Consolidated Plan contains the County's 1996
Action Plan for $1,181,932.73 for the 1996 CDBG program year; and
WHEREAS, the primary objective of the CDBG Program is the
development of viable communities by providing decent housing,
suitable living environments and expanding economic
opportunities, principally for persons of low and moderate
income; and
WHEREAS, it is required by HUD that the County of Hawaii
also submit certifications assuring conformance to related rules,
regulations and laws of the CDBG Program; and
WHEREAS, a *_imely submission of the Consolidated Plan for
CDBG funds, in accordance with appropriate federal regulations,
is necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the Mayor of the County of Hawaii or, in his
absence, the Managing Director or authorized representative is
hereby authorized to execute and submit the attached Consolidated
Plan and all other related documents necessary to process the
Consolidated Plan to the United States Department of Housing and
Urban Development.
BE IT FURTHER RESOLVED, that, if additional funds become
available to the County of Hawaii, the Office of Housing and
Community Development is hereby authorized to fund the proposed
projects in the order of priority as listed in the 1996 Action
Plan.
BE IT FURTHER RESOLVED, that the County shall utilize the
CDBG funds in accordance with CDBG Program rules and regulations
and comply with the certifications attached to the Consolidated
Plan.
BE IT FURTHER RESOLVED, that the Mayor or his authorized
representative is designated to act as the representative of the
County.
BE IT FURTHER RESOLVED, that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
