RESOLUTION N0. 321 96
RESOLUTION RELATING TO THE AFFORDABLE HOUSING POLICY FOR THE
COUNTY OF HAWAII
WHEREAS, one of the goals of the General Plan is to ensure that housing is available to
all persons regazdless of age, sex, mazital status, ethnic background, and income; and
WHEREAS, a policy of the General Plan requires the County to utilize its housing
powers to accomplish its housing goals and to utilize existing programs and seek out new
programs and resources to address the housing needs of its residents; and
WHEREAS, on May 2, 1990, the Hawaii County Housing Agency adopted Resolution
No. 65, which is entitled "Resolution to Approve an Interim Affordable Housing Policy for the
County"; and
WHEREAS, the Hawaii County Housing Agency had then anticipated the future
adoption of an impact fee ordinance and plan for infrastructure requirements which would
prescribe affordable housing-related requirements for new developments; and
WHEREAS, the intent of Resolution No. 65 was to establish an interim housing policy to
be used as a guide for the imposition and implementation of employee/affordable housing
conditions in the change of zone process until such time an impact fee ordinance, a
comprehensive infrastructure financing plan or any other pertinent document is adopted that
requires its modification; and
WHEREAS, economic conditions are constantly changing and although the housing
supply may appear today to be available in excess of demand, such conditions could abruptly
shift causing a shortage of housing for persons of whatever level of income; and
WHEREAS, the efforts of the Hawaii County Housing Agency to amend its existing
policy without providing the necessary data to illustrate the effects of the proposed 10%
employee housing requirement, may improperly neglect the interests of the .low to moderate
income families; and
WHEREAS, the current affordable housing policy, adopted by resolution, does not have
the force and effect of law; and
WHEREAS, because it has been determined by the legislature of the State that the
problem of providing reasonably priced housing in Hawaii is so complex that existing
institutions cannot solve it without a comprehensive overview and direction, it is necessary for
the County to adopt a comprehensive housing ordinance to implement the goals of the County
and the State.
THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it adopt a comprehensive housing ordinance to ensure that housing is available to
all residents within the County of Hawaii.
BE IT FURTHER RESOLVED that the Office of Housing and Community Development
(OHCD) conduct a housing needs assessment study and housing workshop prior to or in
conjunction with the adoption of such comprehensive housing ordinance.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this resolution to the Honorable Stephen K. Yamashiro, Mayor of Hawaii County and the Office
of Housing and Community Development.
