RESOLUTION N0. 342 96
WHEREAS, pursuant to Chapter 2, Article 25 of the Hawaii County Code, the Council of the
County of Hawaii annually awazds $900,000 worth of grant monies from the operating budget to
certain non-profit organizations; and
WHEREAS, in the review of the County's Operating Budget for fiscal yeaz 1996-97,
twenty-nine (29) non-profit organizations were awazded various amounts of grant monies after
site visitations by the Council and extensive evaluation of all applications; and
WHEREAS, while the Council recognizes the necessity and importance of the role of non-profit
organizations in our Big Island community, it also acknowledges that the general public's
understanding of the activities of these organizations and other worthwhile social programs may
be minimal; and
WHEREAS, to raise the level of public knowledge and to demonstrate the value of awarding
public monies to non-profit organizations, the Council finds that it is in the public interest to
develop a video of the activities ofnon-profit organizations for the purpose of airing on the
public access channel(s) and other public service announcements as appropriate; and
WHEREAS, the Council has sufficient funds to expend on such a project provided it follows
state procurement laws and rules.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it allocates up to $10,000 from Council/Clerk's Miscellaneous Contractual
Services Account No. 010-101-5101.02-115 for the purpose of developing a video of the
activities of Big Island non-profit organizations, including those which were awarded grants in
fiscal year 1996-97.
BE IT FURTHER RESOLVED that the Council designate Councilman John Ray to advise in the
formulation of the bid, development of the video, and implementation of an educational and
informational outreach schedule.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this
resolution to the Honorable Stephen K. Yamashiro and Finance Director Harry Takahashi.
