RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH
THE HAWAII HOUSING AUTHORITY FOR THE 1996 EMERGENCY SHELTER
GRANTS PROGRAM FUNDS
WHEREAS, the United States Department of Housing and Urbar.
Development (HUD) has invited the State to submit a $128,000.00
application for the 1996 Emergency Shelter Grants Program (ESGP)
funds; and
WHEREAS, the State has designated the Hawaii Housing
Authority (HHA) as the agency to administer the ESGP; and
WHEREAS, the HHA submitted an application to HUD for the
$128,000.00 ESGP funds; and
WHEREAS, the HHA is making the ESGP funds available to the
neighbor island counties (Hawai'i, Maui, and Kaua'i); and
WHEREAS, an executed agreement between the County of Hawaii
and the HHA will provide the legal mechanism by which the HHA can
obligate the ESGP funds to the County of Hawaii; and
WHEREAS, the County of Hawaii-has participated in the ESGP
since 1987 and wishes to continue its participation in the ESGP.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Mayor or his designated representative is
hereby authorized to enter into an agreement with the Hawaii
Housing Authority for the 1996 Emergency Shelter Grants Program
funds.
BE IT FURTHER RESOLVED that the Hawaii County Housing
Agency is hereby authorized to approve, with the recommendation
from the Office of Housing and Community Development, the
selection of the 1996 ESGP project for the 1996 program.
BE IT FURTHER RESOLVED that the County shall utilize the
ESGP funds in accordance with the agreement and will comply with
all pertinent United States Department of Housing and Urban
Development rules and regulations governing the ESGP.
BE IT FURTHER RESOLVED that the Mayor or his designated
representative is authorized to take any action and execute
documents necessary to create and administer the ESGP for the
County of Hawaii.
BE IT FURTHER RESOLVED that a copy of this resolution be
sent to the Office of Housing and Community Development of the
County of Hawaii.
This resolution shall take effect immediately.
