RESOLUTION N0._ 360 96
WHEREAS, the Volcano Highway, fronting Mt. View School, is a
highly traveled highway with speeding traffic; and
WHEREAS, within a ten (10) year period, there have been 165
traffic accidents and 7 fatalities between the 13 to 15-mile
markers; and
WHEREAS, school children are often seen dashing across this very
busy highway; and
WHEREAS, by installing a school crossing guard at the crosswalk
fronting Mt. View Elementary School to assist pedestrians, there
should be a higher awareness of pedestrian and vehicular safety; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the
council..."; and
WHEREAS, there are sufficient funds in the salaries and wages
account of the Police Department to cover the cost of the additional
School Crossing Guard;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) School Crossing Guard position be created to be
assigned to Mt. View School.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
