ADOPTING THE MASTER PLAN OF KAILUA-KONA AS A GUIDELINE
WHEREAS, in 1974, the County Council adopted Ordinance No. 628, which established
the Kailua Village Special District and Urban Design Review Commission, an advisory
commission of the Kailua-Kona community to assist the planning department in the development
and preparation of the Kailua Village Design Plan as well as defining the Kailua Village Special
District; and
WHEREAS, in 1976, the Kailua Village Design Plan was officially adopted by
Ordinance No. 217; and
WHEREAS, in 1987, the County Council adopted Ordinance No. 87-18 which amended
Chapter 25 of the Hawaii County Code by changing the name of the Urban Design Review
Commission to the Kailua Village Design Commission, the number of members and their
appointed terms; and
WHEREAS, from time to time the planning department has undertaken vazious studies
towazd updating the Kailua Village Design Plan; and
WHEREAS, in 1989, the State Legislature authorized funding for the development of a
Kailua Village Master Plan" which mandated the inclusion of a study of traffic patterns and the
planning for future roadways, the Kailua seawall, and the types of development that would be
appropriate for the Kailua Village azea; and
WHEREAS, a task force, consisting of across-section of community and organizational
representatives, was established to assist in the prepazation of a master plan for Kailua Village
and the task force determine the planning area to be the lands comprising the Kailua Village
Special District; and
WHEREAS, the Council recognizes that the Master Plan for Kailua-Kona is a planning
prograzn intended to implement the goals, policies and standazds of the Hawaii County General
Plan and the State Legislative Act 119 which required the counties to undertake urban design
plans; and
WHEREAS, the Master Plan jor Kailua-Kona will be utilized as a guideline for effecting
and managing growth and development of the area and to ensure that such land use and
development will be consistent with the General Plan of the County of Hawaii.
THEREFORE, BE IT RESOLVED by the County Council of the County of Hawaii that
the Master Plan for Kailua-Kona as prepazed by R. M. Towill Corporation dated April 1994, be
adopted as a document to guide development and to assist community focus on implementation
objectives, alternatives and planning concepts.
BE IT FURTHER RESOLVED the County Council supports immediate action towazd
implementing the first tier priorities described in the Master Plan for Kailua-Kona, and
establishing a management body, representative of the Kona community, with the responsibility
to formulate and lead public and private implementation measures.
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the Mayor,
the Planning Director, the Planning Commission, the Kailua Village Design Commission, and
the Kailua Village Master Plan Task Force.
