RESOLUTION N0. ~ $
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County
Charter states that the Mayor has the power to "Create
positions...for which appropriations have been made by the council
and abolish positions with the consent of the council."; and
WHEREAS, the staff of the Department of Public Works has grown
from a permanent staff of 114 employees in 1979 to 390 in 1996, as
well as having 60 to 65 temporary employees; and
WHEREAS, the rules and regulations of policies and programs
including. changes and additional functions in the flexible spending,
health fund, shortage differentials, step movement pay increases,
drug and alcohol testing, Americans with Disabilities Act, Sexual
Harassment policy, Violence in the Workplace policy, Family Leave
and Leave Sharing, have added to the workload of the Personnel
Management Specialist; and
WHEREAS, by adding a Departmental Personnel Clerk position, the
workload of the Personnel Management Specialist would be greatly
alleviated as the Clerk would type confidential documents including
recruitment and disciplinary letters and personnel data, which would
decrease or eliminate potential "leaks" of confidential information;
log workers' compensation cases, vehicle accidents and property
damage; post temporary assignment hours; and follow up monthly on
certificates, licenses, and job performance ratings; and
WHEREAS, Position No. 2121, Engineering Aid II, SR-11, is
assigned to the Engineering Division of the Department of Public
Works; and
WHEREAS, Position 2121 has been vacant and unfunded for several
years but had been kept for future workload increases; and
WHEREAS, by deleting Position 2121, Engineering Aid II, SR-11,
and creating a Departmental Personnel Clerk, SR-13 position in the
Chief Engineer's office, the Personnel Management Specialist would
be able to concentrate on the comprehensive personnel and
administrative work in the areas of recruitment, classification,
transactions, training and labor relations, which includes
investigating and following up of grievances and compliance to
departmental policies, civil service rules and regulations and
bargaining unit contracts, monitoring all interviews to fill
positions and following up on any infractions of policies, rules,
regulations and laws; and
WHEREAS, funds are available in the Regular Salaries and Wages
account within the Department of Public Works.
NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position No. 2121, Engineering Aid II, SR-11 be deleted
and a Departmental Personnel Clerk, SR-13 position be created.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service.
