RESOLUTION N0. 3 9 ~ 9 ~

A RESOLUTION RELATING TO THE X998 WORLD EXPOSITION IN LISBON,
PORTUGAL.
WHEREAS, in 1498 Vasco da Gama embarked on a voyage from Portugal in search of
a sea trade route to India, putting Portugal at the center of world trade and commerce and
furthering a historical intimate relationship between Portugal and the oceans; and
WHEREAS, five hundred yeazs after the voyage of Vasco da Gama, Portugal will be
commemorating its culture and history, which have always been tied to the oceans, by
sponsoring and hosting the 1998 World Exposition, Expo `98, in Lisbon, Portugal; and
WHEREAS, Lisbon has chosen "The Oceans, A Heritage for the Future", as the theme
for the 1998 World Exposition, which will enable Portugal, with its concern for the future of the
seas, to benefit and educate all the world as this century nears its end by focusing attention on
integrating the oceans and their resources into the wider context of the sustainable development
of the planet; and
WHEREAS, since declining marine resources aze most susceptible to significant
negative impacts from oil and toxic material spills, it is critically important that plans and
technology for avoiding spills, and cleaning up those spills that do occur, be developed and
shazed with all shipping nations; and
WHEREAS, the growing and increasingly intensive use of the marine environment and
its resources and the threat of rapid destruction of the oceans' formidable life potential has led to
an increase in concerns between countries from the Atlantic and Pacific Rims; and
WHEREAS, the Portuguese presence in Hawaii dates back to the late 1700's and
through their migration to Hawaii and complete assimilation into the mainstream Hawaiian
society they have contributed significantly to the culture of Hawaii; and
WHEREAS, the Portuguese and the Native Hawaiians, have a strong historical and
contemporary connection to the ocean for food, recreation, energy, and commerce -- uses
increasingly threatened with non-sustainable management practices and avoidable pollution; and
WHEREAS, Hawaii's people understand the need to educate the world regarding the
dependence of human life on the existence of a healthy and productive marine environment; and
WHEREAS, the 1998 World Exposition will attract some 10 million visitors from
throughout the world to exhibits featuring three subthemes, including: (1) water, the fountain of
life, and its significance in the birth of continents, plant life, the atmosphere, and the human
body; (2) the four oceans and the need for balanced integrated management; and (3) the
significant link between the oceans and the planet's ecological balance.
NOW, THEREFORE, BE 1T RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAH that they express their complete support for the participation of the United States
and individual states in the 1998 World Exposition, Expo `98, in Lisbon, Portugal.
BE IT FURTHER RESOLVED that the Council requests that the President and
Congress of the United States initiate any actions and appropriate any funds needed to ensure the
ability of the United States and the individual states to participate in Expo `98.
BE IT FURTHER RESOLVED that the Council requests that the Legislature of the
State of Hawaii initiate any actions and appropriate any funds to ensure that the State of Hawaii,
jointly with private and nonprofit entities, be represented at Expo `98 to share with and learn
from the world the importance of initiating balanced integrated management of the oceans for
the benefit of humankind's future.
BE IT FURTHER RESOLVED that the Council hereby expresses its intent and interest
in participating with the State in this endeavor; recommends that funds be appropriated in the
1997 - 1998 budget to send a representative(s) from the Council; work with the State to develop
a "home page" on the Internet for an electronic exhibit between Hawaii and Expo `98; and
requests that the other Counties do the same.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the President of the United States, the Senate Majority Leader, the Speaker
of the House of Representatives, and to each Senator and Representative from the State of
Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the Governor of the State of Hawaii, the Senate President and the Speaker of
the House of Representatives of the Hawaii State Legislature, the Mayor of the County of
Hawaii, and the Mayors and Council Chairmen of the Counties of Maui, Kauai and the City and
County of Honolulu.
