RESOLUTION N0. 447 96
WHEREAS, the Office of Housing and Community Development (OHCD) has
received approval from the Hawaii County Council by Resolution 69-93 to
provide Community Development Block Grant Funds (CDBG) for the Big
Island Rehabilitation Loan Program; and
WHEREAS, the program will assist a minimum of 33 low-income
homeowners with loans to do emergency repairs to their homes; and
WHEREAS, the creation of a Senior Clerk position is needed to
assist with the implementation of the Program and to work with the
homeowners; and
WHEREAS, funds are available and will be transferred from the 1993
CDBG Program approved by the U.S. Department of Housing & Urban
Development (HUD); and
WHEREAS, Article V, Section 5-1.3(c), of the Hawaii County Charter
states that the Mayor has the power to "Create positions...for which
appropriations have been made by the Council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that one (1) Senior Clerk, SR-10 position be created in the
Office of Housing and Community Development for as long as there are
federal funds for the Big Island Rehabilitation Loan Program; and that
if future funding of the Senior Clerk position is not received from the
CDBG program or other Federal Grants, the County will abolish this
position.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Finance and Civil Service and the
Office of Housing and Community Development.
